POLITICAL COMMENTATORS
Among the* highest paid jobs
that fall to the lot of newspaper
men is that of political commen­
tator. Nearly every member of
the fraternity hopes that ' some
dsy he will go to Washington D.
C. to write the doings of congress
and the departments for s paper.
Secondary to this hope is the jobs
of reporting state legislatures.
There is a knack to it for it re­
quires a sense of accuracy of
statement and fairness to all con­
cerned that not all, even of the
newspaper boys posess.
Comment on the present Ore­
gon legislature may be colored
with personal feelings now and
then, say about once a day, be­
cause of the friendships and lack
of statewide knowledge of condi­
tions of some of those who are de­
tailed to write of legislative mat­
ters.

It is unfortunate that all those
who have these positions have not
been around the state enough to
know the conditions prevailing
outside of one county, howevei
thickly populated and important.
Comment, for instance, on the
appointment of committees in the
house in one paper led the reader
to feel that the third congression­
al district had been unfairly treat­
ed.
Eastern Oregon returned
fourteen of the representatives
who were here in 1937. Sixteen
out of the sixty come from the
great open spaces. The third
district sent one man back from
the list of those who were in the
39th session.
Eastern Oregon was given four­
teen chairmanships—which inci-
dently are of less importance than
supposed and— Multnomah coun­
ty with only one 1937 holdover
received six chairmanships.
It should be axiomatic that news
comment should be impartial and
furthermore news comment on so
important a matter as state wide
legislation should be written from
a statewide point of view in the
estimation of this newspaper.
Comment appearing in this news­
paper will be written as far as
possible from the viewpoint of
this district, especially this coun
ty, for this is a county newspaper.
If it had a statewide circulation
that would be unfair.
Readers, however, usually are
quick to detect bias in news stor­
ies and can read between the
lines as well as the most astute
news writer can write between
them.
A bill has been introduced in the
house of representatives by C. C.
Chapman,
representative
from
Multnomah county and editor of
the Oregon Voter, which will make
invalid any contract which makes
it mandatory that employees be­
come membe s of any labor union
.
This
is the open shop bill Chapman ad­
vocated in every advertisement be­
fore election and he had it ready
to drop into the hopper the first
rei.1 day of the session.
It is not considered that this
have a serious effect on other
labor legislation that has been
recently passed or on other bills
now being made teady for pre­
sentation. Labor legislation will
surely play an important part in
this session, but the manner in
which it will do so, has not yet
become apparent.
The action of the federal gov­
ernment in balding up further
payments to Oregon for unem­
ployment compensation adminia-
tiation until a ruling has been
made on the definition of a labor
dispute under the newly passed
picketing bill is causing consider­
able debate. Federal agents are
reported to be coming next week
to tell the state what it may do
to again get in the good graces
of Uncle Sam.
The state may change the law
to meet federal requests and thus
