lished this week. This is a radical departure from the custom of
publishing the budget figures of previous years and in our opinion
the publication this year does not fulfill the intent of the makers of
the budget law.
A mere printing of the moneys to be spent in the coming
year without a statement showing the amounts appropriated and
the amounts actually spent in the previous year or yeais is of al­
most no value to the interested taxpayer. It surely was not the
intent of the budget law makers to authorize a publication that
contained no basis for comparision
For instance, how many readers of the county budget know
whether any change has been made in the sheriff’s salary, whether
election expenses have been increased, whether more or less mon­
ey was levied for the sinking fund, whether the high school tuition
fund tax has been increased or decreased. Almost everything is
comparative If taxpayers are to be informed about the county
budget at all they should be given enough information to tell
whether expenses are going up or down, not only in the gross
amount but for each individual item.
We maintain that the budget, as published this year, does not
meet with budget law either in what that law actually states or in
the intent of the law. This budget gives one quarter the informa­
tion at two thirds the expense.
It is our contention that it is one of the duties of all govern­
ment bodies to assume an aggressive attitude in giving correct and
complete information to all the people under their jurisdiction.
Citizens can not be expected to check on law administrators un*
less they are given all the information possible
We believe that
democratic government cannot be successful unless people are in-
formed and interested in their government, school, city, county,
state and national Therefore, giving out information is one of
the duties of all government bodies. After all, in this county, it is
the people’s government and the people’s money and they should
be fuily informed about its expenditure

ONE KIND OF RELIEF
Serious dissappointment will be felt with the announcement
that the export association formed for the Pacific northwest will
not cause a rise of prices for wheat. It was hoped that the ship­
ment of 35 to 40 million bushels from this area would have a bene­
ficial effect on the price the farmer will receive for his 1933 crop.
It is probable that the leaders of the export movement are
more interested in moving the surplns than in a temporary increase
in price and in the long run it may be worth more to northwest
farmers to have the surplus kert down than to have a rise in price
for the next few months
It appears that there is a fund of about $7,000,000 available to
the association with which to handle the wheat piled in northwest
warehouses. It is estimated that there will be a loss of twenty
cents per bushel in exporting it which will allow 35,000,000 bushels
to be shipped out of the country. An increase in price here
would probably tend to reduce the amount of wheat that could be
exported and a very large increase in price might draw wheat
from farther east than customary and fill the warehouse again so
that wheat could not be moved at all.
Whatever the intentions of the wheat export association as
regards price its labors will be appreciated and valuable because
trading in wheat has been at a standstill since storage space has
