WARLIKE MOVEMENT', J , ' The follow ing passed the senate 67 to 21: W hereas, The abhorrent conditions which have existed for more than three years in the island of Cuba, so near our own borders, have shocked the moral sense of the people of the U nited States; have l»een a disgrace to C h ris tian civilization, culim natiug as they have in the destruction of a U nited States battle-ship, w ith 266 of its offi cers and crew, w h.le on a friendly visit in the harbor of H avana, and cannot longer be endured, as lias been set forth by the president of the U nited States in his message to congress of A pril 11, 1898, upon which the action of eogress was invited; therefore lie it Resolved, By the senate and house of representatives of the U nited States of America, in congress assembled: F irs t—T hat the people of the island of Cuba are, and of right ought to be, free and independent, and th a t the governm ent of the I n ite d M ates h e re b y recognizes the republic of Cuba as the true and law ful governm ent of that island. Second—T hat it is the true duty of the U nited States to dem and, and the governm ent of the U nited States does hereby demand, th a t the government of Spain at once relinquish its author ity and governm ent in the island of Cuba, ami w ithdraw its land and naval forces from Cuba and Cuban waters, T h iid —That the president of the U nited States be, and he is hereby d i rected and em[>owere«l to use the en tire land an>l naval forces of the U nited States, and to call into the actual ser vice of the U nited States the m ilitia of th e several states to such extent as may be necessary to carry these resolutions into effect F o u rth —T hat the U nited States hreby disclaim s any disposition or in tention to exercise sovereignty, ju ris diction or control over said island, ex cept for the pacification theieof; and asseits its determ ination, when th a t is accomplshed to leave the governm ent and contiol of the island to its people. The w ar like ton«* of the official note issued by the Spanish government finds general approval here, and creates much excite ment. Contrary to the general opinion th a t the queen regent has been negoti ating for peace at any price, her a tti tude today had much to do w ith the firm action of the cabinet.
