Civilization vs. Savagery. Wm. R. Usher, who was with Gen. Scott's troops when they captured Mexico City in 1S17, re cently commented on the differ ence between the U. S. soldiers of that day and the "kultured" German savages of Europe today. "In a few days after we enter ed the city, "said Uncle Billy, "the streets were policed and the town as orderly as any place could be. All civil rights and the property of the Mexicans respected and guarded. Any soldier who failed to conduct'himself as a gentleman was forthwith arrested. "Today, after more than a half century of 'higher' education so loudly proclaimed by Germany, the kaiser's army is made up of savages that delight in atrocious crimes that would make the worst Apache that ever lived turn pale with horror to contemplate. "Yet we used to think that our children's education was not com plete until they had spent a year or two in Berlin." Slnto of Ohio. City of Toledo. Lucas County, as. Front: J.
