The reasons th a t im pelled th e b an k to tak e th is step are set forth in th e following s ta te m e n t by M r. T bad R obison, Vice P re si d en t, and will be read w ith m uch in te r est by th e people of th is com m unity as they indicate th a t th e B ank is th in k in g of its custom ers from a N ational sta n d point an d is doing its p a rt to m ake the finances of our C ounty as well as of our N ation as solid as a rock and in stan tly responsive to em ergency dem ands. “ T he Tillam ook CountyJBank dedided to join th e Federal R eserve System after giving th e m a tte r very serious and very careful consideration covering m any m onths of close stu d y , keen analysis and contin u o u s o b se rv a tio n ,” said Mr. R obison. “ W e feel th a t th e Federal Reserve Act is by far th e best financial leg islat ion th a t has ever been enacted. It i3 a long step in th e direction of b fn H n g and currency reform th a t m akes p e rm a n e n t th e solidity of th e business stru c t u re of our country. “ Now th a t o u r co u n try is engaged in this g re a t w ar we m u st conserve all our financial as well as physical and moral resources in order to win it and in our ju d g m en t th is absolutely necessary con d itio n can best be m ade p erm an en tly effective by th e co n cen tratio n of the banking stre n g th of o u r country in the Federal Reserve System . Therefore we believe th a t m em b ersh ip in th is system and especially so a t th is tim e is a d is tin c t and significant evidence of p ra c ti cal p atrio tism . “ O ur C en tral Federal Reserve Bank, located in San Francisco has nine d ire c t ors of whom six are elected by its m em ber hanks. T hree of these d irectors are bankers an d th ree of them m ust re p re se n t th e in d u stria l, com m ercial and ag ric u ltu ra l in terests in th e d istrict. The th ree rem aining d irectors are appointed by th e Federal Reserve Board to re p re sen t th e public a t large and a t least, two of th em m u st be m en of banking e x p e r ience. T herefore it can be seen th a t th e F ed eral R eserve B ank is m anaged by men rep resen tin g th e public and the business and th e farm ing in te re sts of a d istric t and stre n g th e n s a m em ber b a n k ’s ab ility to give broader co-operat ion to its depositors. “ W hen analyzed from angles the Federal R eserve System was created bv Congress m ore for th e benefit of b u si ness men and producers th a n for the benefit of banks and I am thoroughly borne out in th is sta te m e n t by th e fact th a t th e R eserve System has played a large part in m a in tain in g business con fidence and steadying business con ditions d u rin g th e past th irty -six m onths. “ Tbe system is like a huge reservoir of gold an d currency w ith d irect con nections to all its m em ber banks and th ro u g h them ex ten d in g its service into every m ill, every store and every farm which desires it. Its efficiency as a shock absorber has been tested over and. over again d u rin g tlrese m onths and the confidence ite m ere existan ce creates ie perhaps one of its m ost beneficial re sults. T his Svstera w ith its im m ense resources is a bulw ark of stren g th to the banks w hich are m em bers of it and it will assist them in an v financial needs w hich th e y m ay be called upon to m eet. “ Of every dollar th e people of this co m m u n ity keep on deposit w ith us a certain p o rtio n —and th e portion is the sam e w h eth er you are our largest or sm allest depositor—is in tu rn deposited by us in our Federal Reserve Bank where it adds to th e stre n g th of th e Svstem . The resources of th e System being al w ays available to us our depositors mav feel sure th a t th e ir m oney kept w ith us is n o t only safe b a t may be draw n out a t anv tim e when w anted. “ We join th e Federal R eserve System because we believe at th is critical period in our n a tio n 's h isto ry —when our m an ufacturers are offering th e ir m ills and our young men are offering th e ir services to th e U nited S tates G ov ern m ent—th a t we should provide th e fullest m easure of co-operation, sta b ility , stre n g th and protection to our depositors through th is G overn m en t e n te rp rise .” Bids Wanted.
