OBITUARIES
Dorothy Mae ‘Dolly’ Hutchinson
April 1, 1926 — Feb. 8, 2017
I’m sorry to advise every-
one of the death of Hallmark
Inns & Resorts co-founder,
Georgiana F. Hay, on Feb. 8,
2017. Mrs. Hay was 90 years
old.
Mrs. Hay and her late hus-
band, Bill Hay, fi rst entered
the hospitality business when
they purchased property in
Cannon Beach, Oregon, in
1948. The property contained
a single house with a four-car
garage and, almost immedi-
ately, Bill converted the four
garage units into hotel rooms.
A year later Bill, with
help from his father, Glen
Hay, constructed another 18
units, and the Surfview Mo-
tel opened for business. This
property is the site of the cur-
rent Hallmark Resort & Spa
in Cannon Beach. With the
success of the Surfview Mo-
tel, other motel ventures fol-
lowed. Over the next 50-plus
years, over 40 hotels were
either newly constructed or
acquired and renovated.
Mrs. Hay was very active
with the business, and always

traveled with her husband to
scout locations for new hotels,
or to look at existing hotels.
Bill Hay passed away in 2002.
Mrs. Hay is survived by a son,
Gary A. Hay; daughters, Lyn-
da J. Allred (William Allred)
and Pamla MacLean (Frank);
seven grandchildren; and six
great-grandchildren.
Per Mrs. Hay’s instruc-
tions, no funeral will be held,
but a celebration of life will
be held in mid-April when
everyone in her family, and
friends, can attend.
Natalia Fife Torres
Jan. 28, 1928 — March 3, 2017
Natalia Fife Torres (née
Galvani) passed away on
March 3, 2017.
She was born Jan. 28,
1928, in Seaside, Oregon.
Natalia (Pat or Patsy to her
friends) grew up in Seaside,
where her father, William H.
Galvani, was mayor.
She is survived by her chil-
dren Regan Lee, Alicia Torres,
Dorian Torres Mullnix and
Alan Mark Torres; and three
grandchildren, Gabriel and
Shannon Mullnix and Vivi-
anne Torres. She also leaves
behind her beloved dog Lucy.
Natalia loved the Oregon
Coast and moved to Newport
after living in California for
several years. She moved to
Long Beach, California, after
a stroke, where she was lov-
ingly cared for by her daugh-
ter, Dorian.
Natalia loved music, and
played classical piano, was
an avid reader and lover of

Sept. 26, 1926 — March 7, 2017
Dolly Hutchinson was
born in Akron, Ohio, to
R. Earl Hutchinson and C.
Evangeline Dye Hutchin-
son, who were originally
from Oregon City. She was
the last surviving grandchild
of Charles Henry and Eva
Emery Dye, early Oregon
historians and activists.
Soon after Dolly’s birth,
the family moved to South
Gate, California, where her
father worked at the new
Firestone Tire plant. Dolly
graduated from South Gate
High School, worked in in-
dustry during World War
II, then attended USC. She
graduated with a bachelor’s
degree in education in 1949,
and later earned her master’s
degree there.
She remained in South-
ern California, and retired
after 36 years as a school-
teacher in Montebello. She
loved the outdoors and spent
several summers running
Girl Scout camps at Big
Bear and Catalina Island.
She loved cooking, modern
design, art pottery, debating
politics and public policy.
Her lifelong love of Ore-
gon, where she spent many
childhood summers with
family, drew her back there,
and she spent most sum-
mers since 1973 in Cannon
Beach, where she purchased
a cottage with her friend
Mary Westmorland. She
became a devoted member
of the History Center there,
spending many hours vol-
unteering and contributing
some of her family’s ar-
chives and memories of old
Oregon. Her last three years
were spent living on the Or-
egon Coast, then Beaverton,
mystery books and crossword
puzzles, and loved dogs. She
worked hard raising four chil-
dren and became a registered
nurse to support her family. We
will miss our mother, who was
funny, irreverent and smart
and took care of her family
with hard work and sacrifi ces.
We will miss her very much,
but know she is now in a better
place, free of pain.

Job Announcement
The City of Cannon Beach is seeking qualified
applicants for the position of Building Official. The
position is under the direction of the City of Cannon
Beach City Planner and is a regular benefited
position with a yearly salary of $70,000-$80,000,
depending on qualifications. This position may
assist the City of Manzanita in the Building Official
capacity up to 15 hours per week.
Requirements: Possession of a State of Oregon
Building Official’s Certification, Residential
Plan Review Certification, “A” Level Plan Review
Certification, “A” Level Mechanical and Structural
Inspector, and Manufactured Home Certifications
are required for this position. Residential Plumbing
Certification and preferably “A” Level Commercial
Plumbing Certification and Fire Life and Safety Plan
Review. Must pass criminal background check post
job offer. Must possess a valid driver’s license and
have a safe driving record. Previous experience as a
building official desirable.
Duties include general department operation,
plan review and field inspection of construction
work within the City, issues permits, preparation
and reporting to State Building Codes Division,
support to the construction community, city and
state building code enforcement and cooperative
work exchange support to neighboring jurisdictions.
This position requires some crawling and climbing
as part of the field inspection work.
The successful candidate will exhibit a
professional attitude, enjoy working with the public,
and take pride in their work.

education regarding emergency preparedness.
The Emergency Preparedness Committee normally
holds its regular meetings on the last Friday of each
month at 10:00am. and may schedule work sessions
