A geologist arrived at the
scene Wednesday morning, and
scalers would be necessary to
knock down any other loose
rock that could be a danger to
drivers below.
“It’s not particularly high
in areas, but you have to know
what you are doing,” Torres said.
“Their goal is to essentially force
any material down that might
come down later. We don’t want
to open up the road until we feel
it’s totally safe for travelers.”
Throughout the day, the
department of transportation’s
Perry Browning was stationed
near Hug Point, redirecting
southbound motorists back to
Highway 26 as crews worked
to clear the roadway and se-
cure loose rock.
Dump trucks and track
hoes carried fallen rock to a
transportation stockpile site.
“We’ll figure out where to
go with it then,” Browning
said shortly after midday. “It’s
sandstone, so they may be
able to break it. They’re start-
ing to haul rock now.”
After record rainfall satu-
rated soils, drivers were urged
to remain aware of slide dan-
gers. Travelers should drive
with caution and be alert to
downed trees, debris and oth-
er materials on roadways.
“We’ve had a tremendous
amount of moisture, record
rainfall in February,” Torres
said. “We could continue to
have some slide issues. We
have many of those areas
along U.S. 101 and along the
coast range corridors. Anyone
traveling in those areas, you
really do need to be very alert
and keep both hands on the
wheel, especially at night.”
At the Cannon Beach Visitor
Center, Lead Information Spe-
cialist Laura Kaim said the clo-
sure had cut down on Cannon
Beach tourist traffic. One cou-
ple arrived at the center seeking
detour directions. “When I told
them their ride would be almost
an hour out of their way, they
replied, ‘That’s OK, we’re on
holiday and we’ve got nothing
but time,’” Kaim said.
Cannon Beach councilors
await a Plan B after bids for
a proposed City Hall reno-
vation exceeded the allotted
budget.
After design, updates
and review, Cannon Beach
Public Works Director Dan
Grassick opened sealed bids
in mid-January to find the
two construction bids had
both surpassed the city’s
$150,000 cap.
At the Feb. 7 City Coun-
cil meeting, Grassick told
members of the council the
bids exceeded “well above
$200 a square foot.”
In a competitive con-
struction environment, the
scope of the job was well be-
low what contractors could
make on a standard resi-
dence.
“What we realized from
the feedback from the con-
struction community, was
timing’s everything,” Grass-
ick said. “Everybody’s busy.
Money has come in sudden-
ly in the last 15 months and
we’ve seen the building pace
pick up at a pace we haven’t
seen since 2007.”

a fraction of that cost.
Among changes sought
were a new entrance, door-
way and storage for police.
Offices would have been
shuffled so building, plan-
ning and police visitors
could access those offices
through separate entrances.
Haystack Rock Awareness
Project offices would have
been moved and the finance
corner completely redone
and rebuilt. The Design Re-
view Board approved the fi-
nal stage of a plan to upgrade
windows, doors and exterior
at a December public hear-
ing.
Grassick laid out the
city’s options after an inqui-
ry from Councilor Nancy
McCarthy.
“You’re probably looking
at $1.2 million to renovate
this entire building,” Grass-
ick said. “You’re faced with
about $3.1 million to $3.5
million to replace it some-
where else.”
“Somewhere else” could
be the 55-acre South Wind
property, located east of U.S.
Highway 101 almost entirely
outside the tsunami inunda-
tion zone, purchased by the
city in 2013 with the goal of
housing an emergency shel-
ter, police station, fire sta-
tion, school, child care and a
food bank.

PUBLIC WORKS DIRECTOR
Salary range $73,000 – $88,000 plus excellent
benefits. Under the general supervision of the
City Manager, administers, plans, organizes,
integrates and directs the programs and
maintenance functions of the City’s Public
Works Department including water treatment
and distribution system, roads and streets,
wastewater treatment plant and wastewater
collection system, stormwater, recycling and
parks and all facilities. This position supervises
the work of 13 employees and manages an
average annual operations budget of $5 million
and an average capital budget of $500,000.
Desirable qualifications include a Bachelor’s
or Master’s degree in engineering, public
administration or a closely related field and
a minimum of three years progressively
responsible senior management level
experience in public works administration,
experience with the administration,
management, and regulations governing public
work areas, operations, and maintenance.
Experience with budgeting. Experience with
managing bid processes, project management
and the performance of contractors. Experience
with reviewing construction plans and
specifications. Experience in managing and
supervising the work of Public Works staff.

The City of Cannon Beach is seeking
applications for the following vacancies:
DESIGN REVIEW BOARD: ONE (1) vacancy
to fill a four-year term beginning April 1,
2017. The Design Review Board (DRB) reviews
development proposals that are subject to the
design review provisions of the City’s zoning
ordinance. The Design Review Board holds its
regular meetings on the third Thursday of each
month at 6:00pm and may also schedule work
sessions as needed.
EMERGENCY PREPAREDNESS COMMITTEE:
ONE (1) vacancy to fill a four-year term. The
EPREP Committee meets regularly for the
purpose of providing evacuation planning
and public education regarding emergency
preparedness. The Emergency Preparedness
Committee normally holds its regular meetings
on the last Friday of each month at 10:00am. and
may schedule work sessions as needed.
PUBLIC WORKS COMMITTEE: TWO (2)
vacancies to fill four-year terms. The primary
responsibility of the Public Works Committee
is to review all public works projects and make
recommendations to City Council. The Public
Works Committee holds its regular meeting on
the third Tuesday of each month at 9:00am.
To be eligible to serve on a City committee,
applicants must have resided within the city
or its urban growth boundary during the one
year immediately preceding appointment;
or at the time of appointment, shall have
owned real property located within the city
or its urban growth boundary for at least one
year immediately preceding appointment.
Council has implemented an interview process
consisting of a set of questions particular to each
committee/board or commission and written
answers must be submitted with the application.
