Parole denied in 1976 killing
Nulph gets another
hearing in two years

The state parole board has deferred the po-
tential release of convicted murderer and rapist
George Nulph for two years.
The parole board concluded, based on a
doctor’s report and diagnosis, that Nulph suf-
fers from a severe emotional disturbance and is
a danger to the community.
Nulph was convicted in 1976 of murder
and kidnapping in the abduction of Frances
Christians in Cannon Beach. He was sentenced
to life in prison but, under a new sentencing
system, he was released in 1986. Nulp brutally
raped a Portland woman shortly after his re-
lease, and was sent back to prison.

The Oregon Board of Parole and Post-Pris-
on Supervision ruled on Nulph’s murder and
sodomy convictions after holding a parole
hearing in January.
Michael DeMuniz, a Portland attorney who
represented Nulph before the parole board, de-
clined to comment.
Clatsop County District Attorney Josh Mar-
quis had argued against parole for Nulph at the
January hearing.
“While I’m gratified that the (parole board)
recognized Nulph did not deserve release, the
fact he served less than 10 years on a life sentence
is outrageous,” Marquis said in an email. “If the
Department of Corrections had not released him
on ‘leave’ he would not have been able to rape an
18-year-old woman in Portland.
“This case languished without any action
for over 25 years, and while the members of
the current parole board bear no responsibility
for failures of previous boards, Nulph should
serve the rest of his life in prison. Now my of-
fice and Multnomah County DA’s Office will
need to notify the victims again that in two
years we are likely to repeat this process.”
Police investigate death of woman at Nehalem Bay State Park

Oregon State Police are investigating the
death of a woman Monday, Jan. 30, at Ne-
halem Bay State Park.
Patricia Abbott, 46, of Nehalem, was pro-
nounced dead inside the park after suffering
from a medical condition.
She was walking with her boyfriend,
Shawn Schmock, 50, of Lincoln City inside
the park when she suffered the condition. Ab-
bott then called her friend, Steve Moore, 55,
from Nehalem, for assistance. When he ar-
rived, Schmock was performing CPR on Ab-
bott. An onlooker called 911 at 2:15 p.m. once
Schmock and Moore left the scene.
Police located them at Moore’s residence
in Nehalem, and Schmock was arrested on an
outstanding parole violation warrant. His orig-
inal charge was sex abuse.
Traffic delays on
U.S. 101 expected
due to tree-cutting
Travelers in the area of U.S. 101
near Cannon Beach mileposts 25-
28, should expect delays of up to
20 minutes while a contractor work-
ing for the Oregon Department of
Transportation fall and remove trees.
Tree falling should be completed by
March 31.
According to ODOT, defective
trees can be a potential safety hazard
caused by defective trees along U.S.
101. In addition, trees which shade
the highway can cause frosty and
slick roads during the winter that are
a danger to travelers.
ODOT has identified and marked
trees that are considered a danger to
the 6,000 vehicles that travel this sec-
tion of U.S. 101 daily. Many of these
travelers are emergency responders,
commuters, commercial traffic and
need access to medical care
Foresters and the state seek to
provide a plan leaving larger trees
throughout the project to maintain a
forested feeling within the highway
view shed, while removing trees that
could pose a hazard to travelers.

A suspicious seeming person seen
hanging around a restaurant was
advised of the restaurant’s concern;
the person was given a lift to Seaside
Helping Hands.
8:09 a.m., Hemlock and Pacific: Police
respond to a report of low hanging
wires brushing passing trucks. Po-
lice and public works determine the
downed lines to be phone lines; the
utility is contacted.
9:48 p.m., 200 block N. Spruce: There
were no signs of forced entry and
nothing was missing from an unse-
cured door at a local business. The
owner was notified of the open door.

3:56 p.m., Elk Creek Forest Reserve:
Police respond to a report of shoot-
ing in the forest reserve. Hikers were
startled by the sounds. Police arrive
on scene and warned a group of
shooters of their violation. All were
cleared.
6:29 p.m., American Legion: An el-
derly woman who had passed out
was alert and awake when police
arrived. She declined treatment.

8:18 a.m., 200 block N. Hemlock: A
trespasser loitering inside a coffee
shop is asked to leave.
8:24 a.m., Tolovana Wayside restroom:
Damage to a rear storage door was
reported and noted as second degree
criminal mischief.
Jan. 27
12:31 a.m., 100 block Elliot Way: Police
assist Department of Human Services
in attempting contact as part of an
ongoing investigation. No contact
was made.
4:03 p.m., Highway 26: Police assist
Oregon State Police at the site of a
two-vehicle crash at Milepost 2.5. No
injuries were reported, and the involved
vehicles were not blocking the road.
Subject’s information was taken and
given to Oregon State Police.
7:25 p.m., Cannon Beach: A courtesy
ride was given to an elderly woman.
11:48 p.m., Tolovana Wayside: Police
talk to a subject parked in the over-
night parking area. It is determined
the occupant of the vehicle is want-
ed on a felony robbery warrant and
has stolen the vehicle, driving it to
Cannon Beach from Aspen, Colora-
do. The occupant admits to having
stolen the vehicle and is arrested and
charged before being transported to
the Clatsop County Jail. The vehicle
was impounded pending a search
warrant and eventual return to its
rightful owner.

on a warrant and a detainer. Both par-
ties are transported to 550.
11:55 a.m., 300 block Sunset Blvd: A
person was issued a warning about
burning without a permit.
7:05 p.m., Highway 101, MP36: After
observing and following a vehicle
with a defective headlight and brake
light traveling 61 mph in a 50 mph
zone, an officer initiated a traffic stop
which resulted in the arrest of the
driver who was charged with Driving
Under the Influence of Intoxicants.
The driver was processed at the Sea-
side Police Department and issued
citations before being released on
their own recognizance.

A woman was pulled over and
charged with DUII. Her blood alco-
hol level was noted at 0.15 percent.

Cannon Beach police assist Seaside
police with an intoxicated female said
to be combative. She was taken to
Seaside Providence Hospital due to
her high level of intoxication.

Illegal overnight campers were is-
