December 16, 2016 | Cannon Beach Gazette | cannonbeachgazette.com • 3A Four elk hit by truck Advisory team to aid response Committee to work with city By Lyra Fontaine Cannon Beach Gazette Cannon Beach now has both an emergency prepared- ness citizens advisory commit- tee and an emergency manage- ment team that allows staff to discuss preparedness efforts. In its first meeting this month, the emergency man- agement team identified the group’s goals and took ques- tions. “I think the group is really excited because of the ability to communicate with each oth- er much better,” City Manager Brant Kucera said. “It’s really just an information-sharing ses- sion in a lot of ways, and I think that’s what some of the volun- teer groups have been looking for. It went really well.” The team includes Kucera, Police Chief Jason Schermer- horn, Fire Chief Matt Bene- dict, Public Works Director Dan Grassick, the Community Emergency Response Team lead, the Medical Reserve Corps lead, a vulnerable pop- LYRA FONTAINE/CANNON BEACH GAZETTE Paula Vetter, left, with Les Wierson, Police Chief Jason Schermerhorn and Karolyn Adamson. ulations lead, a Red Cross lead and a Chamber of Commerce representative. Mayor Sam Steidel serves as council liai- son. The group does not yet have a vulnerable populations lead dedicated to the elderly, children and disadvantaged, or a Red Cross representative. Paula Vetter coordinates CERT and Lila Wickham heads the Medical Reserve Corps. Kucera said the meeting was not public since the group is comprised primarily of staff and no elected officials. In- stead of an advisory commit- tee, the emergency manage- ment team meetings are for sharing information, he said. The group will meet every other month, and each meeting will produce a written report to be included in the City Coun- cil packet. This summer, an emergen- cy preparedness committee restructure was proposed that would make the city’s emer- gency manager, police chief, public works director, fire chief, Community Emergen- cy Response Team leader and Medical Reserve Corps leader permanent voting members. Committee members voted to maintain the current citizen advisory committee structure in September, while support- ing the formation of a sepa- rate emergency management group. “E-Prep fully supports the concept of a Cannon Beach Emergency Management Team and the continuation of a separate emergency prepared- ness citizen advisory commit- tee,” Karolyn Adamson, com- mittee chairwoman, wrote in an October letter. “It’s extremely important to keep this citizen adviso- ry committee in effect as it is now,” Adamson said at an Au- gust meeting. “I think citizen committees are the bedrock of democracy.” The committee provides evacuation planning, public education and other emergen- cy functions as directed by council. Medix transported the driver, who did not sustain life-threatening injuries. Hazmat teams were called to manage the propane leak. Crews from Suburban Pro- pane and Hillsboro towing righted the damaged vehi- cle and cleared the highway, while Hamlet firefighters provided water coverage. Highway 26 was closed to traffic for about six hours. Schermerhorn said ac- cidents involving the herds of elk throughout town are expected. Several days be- fore the truck accident, elk were struck by two differ- ent cars. “Unfortunately, it hap- pens quite a bit,” he said. “When it gets dark out, they’re very hard to see.” Four elk were struck by a box truck in Cannon Beach near Highway 101 on Saturday, Nov. 26. Two elk died on impact and one had to be put down due to extensive injuries, Police Chief Jason Scher- merhorn said. The fourth elk was found dead on Monday morning.
