City Council met pursuant to
• ORS 192.660 (2) (e) to conduct deliberations with
persons designated by the governing body to
negotiate real property transactions; and
• ORS 192.660 (2) (i) to review and evaluate the
employment related performance of the chief
executive of any public body, a public officer,
employee or staff member who does not request
an open hearing.
148 E Gower Street. The applicant, Dave Norstedt,
Haystack Gardens LLC, requested modification
to an approved landscape plan, DRB 15-15; and
modifications to an existing structure, Haystack
Gardens. Approved
DRB 16-17, Victor Harding, Major Modifications,
277 Beaver Avenue. The applicant, Victor Harding,
requested modification to a previously approved
application, DRB 15-14; major modifications to
a business in conjunction with a remodel. Ap-

• Held a public hearing and considered APP-16-03,
a request by Hospitality First, LLC, for review of
a decision by the Planning Commission to deny
a conditional use permit for expansion of The
Lodges at Cannon Beach by a additional 18 guest
suites at 132 East Surfcrest, Tax Lot 51032CB-500.
The Council tentatively overturned the Planning
Commission’s decisions pending the adoption
of findings of fact to be considered at a Special
Meeting on Tuesday, November 8, 2016.
• Agreed to take no action on short term rental
code amendments per staff recommendation;
• Appointed Stacy Benefield and Scott Rekate to
the Parks and Community Services Committee
and Linda Beck-Sweeney to the Tourism and Arts
Commission;
• Accepted the City Manager evaluation.
DRB 16-16, City of Cannon Beach, Temporary
Office Space at City Hall, 163 E Gower. The appli-
cant, City of Cannon Beach, requested temporary
office space located in the City Hall parking lot, to
be used during remodeling. Continued
CITY COUNCIL SPECIAL MEETING AND WORK
SESSION, November 8, 2016
• Adopted the findings of fact and voted to over-
turn the Planning Commission’s decision regard-
ing APP 16-03;
• Reviewed and discussed the Affordable Housing
Task Force draft report, for consideration at the
December 6, 2016 Council meeting;
• Mr. Ben Roche of Palm Harbor Homes gave a
presentation and answered questions regarding
the definition, use and examples of Park Model
homes as used by other municipalities for afford-
able housing;
• Cannon Beach Farmers Market Manager, Philom-
ena Lloyd presented the market’s annual report;
• Finance Director Laurie Sawrey presented the FY
2016-17 1st Quarter Finance Report;
• Discussed revisions to the City Manager perfor-
mance evaluation process and questions.
DESIGN REVIEW BOARD - At their October 20,
2016 meeting the Design Review Board discussed;
DRB 16-15, Haystack Gardens, Major Modifications,
The Design Review Board meeting November 17,
2016 was cancelled.
PLANNING COMMISSION - At their October 27,
2016 meeting the Planning Commission discussed:
V 16-05, Dan Jesse, Variance Request for 1856 Hay-
stack Lane -and- SR 16-05, Dan Jesse, Variance
Request for 1856 Haystack Lane. The applicant,
Dan Jesse, on behalf of the property owner,
requested a variance to allow the remodeling
of an existing non-conforming structure where
the remodeling costs exceed 50 percent of the
fair market value of the building; and a setback
reduction to allow the placement of a deck in the
west-side setback. Approved
P 16-01, Dale Barrett, Partition Request for Two Lots
Located on E Surfcrest Avenue. The applicant,
Dale Barrett, on behalf of the property owner, is
requesting a partition of tax lots 300 and 306,
map 51032CB. Approved with Conditions
P 16-02, Cannon Beach Holdings LLC, Partition
Request for 1371 S Hemlock, Location of Pelican
Pub. The applicant, Cannon Beach Holdings
LLC, is requesting a partition of tax lot 300, map
51030DA. The property is located at 1371 S
Hemlock in a Limited Commercial (C1) zone and
owned by Cannon Beach Holdings LLC. Contin-
ued to Tuesday, November 22, 2016.
CP 16-01, Housekeeping Amendments, Zoning
Ordinance and Comprehensive Plan. Recom-
mended Actions Made to City Council
The Planning Commission is scheduled to meet
Tuesday, November 22, 2016 at 6:00pm in the City
Hall Council Chambers.
• The Cannon Beach Recycle Center is
open Tuesday - Sunday, 8am - 4pm for
residential and commercial use;
• There will be intermittent single lane
closures on the Fir Street Bridge during
late November and most of December
to accommodate the rehabilitation of
the bridge.
• City Hall will be closed Thursday
and Friday November 24th and 25th
in observance of the Thanksgiving
Holiday.
• The Cannon Beach Emergency
Preparedness Committee will meet
Friday, December 2, 2016 instead of
November 25th and December 30th.
Haystack Rock Awareness Program
has wrapped up the 2016 Beach Season
and is busy planning for 2017. We are
always in search of volunteers to help
with ‘behind the scenes” activities.

The City of Cannon Beach is seeking
applications for the following vacancies:
EMERGENCY PREPAREDNESS
COMMITTEE: FOUR (4) vacancies
to fill four-year terms. Two vacancies
begin January 1, 2017 and two are open
immediately. The EPREP Committee
meets regularly for the purpose of
providing evacuation planning and
public education regarding emergency
preparedness. The committee is
comprised of six at-large community
members. The Emergency Preparedness
Committee normally holds its regular
meetings on the last Friday of each
month at 10:00 a.m. and may schedule
work sessions as needed.
FARMERS MARKET COMMITTEE:
ONE (1) vacancy to fill a four-year term
beginning January 1, 2017.
PARKS & COMMUNITY SERVICES
COMMITTEE: TWO (2) vacancies to fill
four-year terms. One vacancy is open
immediately, one begins January 1, 2017.

& Community Services Committee is to
review and evaluate existing programs,
identify needs, and develop plans for
and recommend programs related to the

TOURISM & ARTS COMMISSION:
ONE (1) vacancy to fill a four-year term,
open immediately. The seven-member
Tourism and Arts Commission develops
grant guidelines and procedures, and
distributes and accounts for the monies
in the “Tourism and Arts Fund” which
are to be used by local non-profit
groups to promote tourism and the
arts in Cannon Beach. Each member
shall have experience in one or more
of the following areas: public relations,
marketing, advertising, tourism, lodging,
promotions, events promotion, art
and/or publicity. The Tourism and
Arts Commission holds its meetings as
needed.
Note: Tourism and Arts Commission
applicants are not required to reside
in Cannon Beach and are eligible if he
or she has worked, at least part-time,
within the City of Cannon Beach for at
least one year, immediately preceding
appointment.
To be eligible to serve on a City
committee, applicants must have
resided within the city or its urban
growth boundary during the one year
immediately preceding appointment; or
at the time of appointment, shall have
owned real property located within the
city or its urban growth boundary for at
least one year immediately preceding
appointment. Applications are available
