May 6, 2016 | Cannon Beach Gazette | cannonbeachgazette.com • 5A Haystack Rock program seeks volunteer applicants Cannon Beach is seeking qualiied applicants for rocky shore interpreters and lead rocky shore interpreters for the Haystack Rock Awareness Program. These seasonal, part-time positions run February through October under the su- pervision of the HRAP coordinator. HRAP is a stewardship and envi- ronmental educational program whose mission is to protect, through education, the intertidal and seabird ecology of the Marine Garden and Oregon Islands National Wildlife Refuge at Haystack Rock. Interpreters educate the public about intertidal and seabird ecology, support school ield trip programs, promote stewardship, redirect visitors engag- ing in prohibited activities, set-up and break down HRAP’s mobile education unit, collect accurate data, and maintain equipment off the beach. Beach program schedule varies daily around low tide, therefore applicants must be willing to work early mornings, mid-days, eve- nings and weekends. This appeal is by no means frivo- lous, and makes sense given the merits of our legal argu- ments and the widespread op- position for this development. The vast majority of citi- zens do NOT want this plan, and have spoken with loud, clear voices. There just isn’t any local support, except the Realtor who has listed the lot for sale. Nicholson started this debacle by threatening the city legally after his third denial in 2014, and he still has that lawsuit on hold as leverage. The city simply made a bad decision trying to avoid his lawsuit. One bad decision begets another, and once you start down that path, the steep slopes get slippery. With this listing, one must wonder how the mayor, coun- cilors, and staff feel, after bending our laws over back- ward to avoid the applicant’s legal threats. The only reason any of us are still spending money and still fooling with this ill-suited project is because Nicholson didn’t withdraw his 2014 law- suit against the city. If Nicholson now truly in- tends to abandon his hugely unpopular PUD and simply wants to sell the parcel as a single lot, as he now has it listed, then why doesn’t he withdraw his 2014 appeal threat? It is quite telling that the city intends to make it “un- ambiguously clear that the slope-density restrictions … apply to situations like Nicholson’s” (Planner Mark Barnes, Oct. 7, 2015) when this all over. Similarly, our mayor has promised to re-write or re- move the PUD code so these bad precedents can’t be re- peated. It does not appear that the city really wants this development, either. I have known Judge Wolt- jer from my years in the Astoria Regional 9-1-1 Cen- ter, collaborating on audio evidence while he was se- nior deputy district attorney, through his years as judge for several municipalities in Clatsop County. I suggest all voters review the voters’ pamphlet, because it pro- vides important details. I think his background, experience and temperament will shape his performance as an excellent circuit court judge. I recommend you vote for Ron Woltjer. Dick Lang Astoria Don’t give up on charter school I have been part of the ef- fort to start a charter school since the closure of our grade school in 2013. I understood that the district didn’t have the funds to maintain the building or to move it out of the tsuna- mi zone. It seemed that a tui- tion free charter school would help the district and our chil- dren since Seaside wouldn’t have to build, purchase or maintain a building, and we would still have 5 to 10 year old children attending school in town. The district openly op- posed us at irst, but then changed tactics and said they would allow us to operate. They presented us with a list of negotiable terms. Even though the norm is less than four conditions, they gave us Residential & Commercial 11. We thought we could work with those. We didn’t know there would be no negotiation, no cooperation, no working together. Saying they support- ed us was actually a plan to stall and weaken our efforts, while making it appear they cared about Cannon Beach grade school students staying near their families. They very much want Can- non Beach to support their ef- forts to build schools in Sea- side, but they did not once meet with the charter school board to come to any sort of compromise. Please don’t believe our efforts have been as incompe- tent as they would have you believe. Many have worked very hard to overcome the nu- merous and varied obstacles to opening a charter school. Any board member would be happy to tell you what we have accomplished. As an example, when the Seaside board said we were signiicantly short of funds, they didn’t count the money the school district will have to give us to operate. For some unfathomable reason they felt we should have their state mandated funds in the bank. We had all of our build- ing costs, curriculum funds, supply costs, payroll funds and more than the 10 percent extra that they required. We have been good stewards of the funds this community has donated to us. Of course we want better, safer junior and senior high schools in Seaside. We also don’t want ive year olds tak- ing 45-minute bus rides (one way), we want to be able to easily volunteer at our local school, bring forgotten lunch- es, backpacks and homework. We want to be able to get them quickly if they are ill. Not ev- eryone can easily leave work and run to Seaside, not every- one has a vehicle to do this. I don’t even want to imagine how long a ive year old will be separated from their family when an earthquake collapses roads and bridges. In 2014 we had a wonder- ful vision, which the Cannon Beach City Council members shared when making plans for our school to share property they purchased south of town; plans for not just a school, but also a community center for gatherings of all kinds. The possibilities are endless if we all work together. Please don’t let this dream die. Thank you to all who continually support our efforts.
