This includes “main- taining the uniqueness of Can- non Beach as both a residential and resort community, with re- sources for the child, the fami- ly and the honored citizen.” “I think this is still a major issue,” she said. “Since I ini- WLDOO\UDQIRURI¿FHHLJKW\HDUV ago, the scale between com- munity and destination resort I think has shifted more into the destination resort and our community core has become smaller.” Rental rules need some tweaking “It’s easy to jump the con- Rentals from Page 1A clusion that there’s the source If a violation is uncov- of the affordable housing prob- ered, the city does not allow lem,” Barnes said of the city’s the homeowner to rent it out short-term rentals. “I don’t until the problem is corrected, know if that’s necessarily true City Manager Kucera said. because I don’t know if all 194 “Almost all of them want to of those dwelling units would correct them and get back into convert to long term rentals or permanent occupancy.” business.” However, the 10 percent However, the current con- WUDFWHG EXLOGLQJ RI¿FLDO LV of short-term rentals “has an only able to inspect homes for effect” on housing availabili- ty, Barnes said. “That’s a not 10 hours per week. However, Barnes said peo- ple not in the permit program are renting out their homes on websites and are likely not paying room taxes. “I don’t know if that’s a big number but the point is I really don’t know.” Enforcing short-term rental regulations on sites like Airb- QEFDQEHGLI¿FXOW It’s also challenging to monitor noise, parking and other issues that stem from short-term renters in second homes, several councilors said. The city’s short-term rent- al code states that the purpose of regulations are “to protect the character of the city’s resi- dential neighborhoods” and to make sure short-term rentals “will be compatible with sur- rounding residential areas and will not materially alter the neighborhoods in which they are located.” Barnes recalled a Design Review Board meeting last year when a resident said she was the only homeowner on her block who lived there full- time.
