City wants to move power lines underground
Discussion part of
long-term city goal

Tangled and downed power lines
could lead to blocked roads and chaos
during an emergency.
The city is in the midst of an effort
to get those lines underground, lessening
the impact from outages and removing
ugly poles from the streets.
The Cannon Beach City Council has
discussed the possibility of eventually
converting downtown businesses to un-
derground services.
This would mean power lines would
be placed underground and overhead
poles and wiring would be removed.
The council primarily wants to move
power lines underground to improve
downtown aesthetics and scenery, Pub-
lic Works Director Dan Grassick said,
but safety is another reason.
“When we have an earthquake, the
biggest obstacle that occurs to evacu-
ation routes is downed power lines,”
Grassick said.
When lines shake loose and come
down, they will pull adjacent lines down
as well, blocking roadways and escape
routes.
“The best thing that coastal commu-
nities can do is put power lines under-
ground,” Grassick said. “It’s better to
have the power system come undone
underground than above ground.”
If the city chooses to move forward
with the project, it would take several
years to complete because of its large
scope, which may include new street
lights and sidewalks.

A 2010 Cannon Beach tsunami
evacuation meeting pointed to the need
for underground utilities to prevent
emergency evacuation routes from be-
ing blocked by downed power lines in
the aftermath of a quake or tsunami.
Last fall, at an emergency man-
agement meeting, Police Chief Jason
Schermerhorn said while trees and tele-
phone poles are concerns for Cannon

greater risks.
A 2015 Oregon Natural Hazards
Mitigation Plan describes similar proj-
ects in Linn County, Benton County and
elsewhere as ways to “enhance safety
and reduce losses” during storms and
other emergencies.
It is still unclear what putting power
lines underground would cost Cannon
Beach or downtown businesses.

A 63-year-old Portland
man died in a single-vehicle
crash Saturday, March 12, on
U.S. Highway 101 near Can-
non Beach.
Paul Raymond Kipp was
traveling southbound in his
Volvo sedan around a curve
when he lost control, crossed
the oncoming lane and went
off the shoulder, according to
the Oregon State Police. The
car went into a ditch, where it
crashed into a set of trees. The
car came to a stop between the
trees, where it was overturned
on the driver’s side.
Kipp was pronounced dead
at the scene. No passengers
were in the car.
Cannon Beach Police and
Fire and Rescue initially re-
sponded at about 8 p.m. Ore-
gon State Police, Seaside Fire
and Rescue, Medix and Ore-
gon Department of Transporta-
tion units assisted at the scene.
The Oregon State Police is
continuing its investigation.
Cannon Beach Chamber seeks volunteers for info center
As summer approaches, the Can-
non Beach Chamber of Commerce is
beginning preparations for the large
numbers of visitors that stop at the
information center. During the high
season as many as 400 a day will
ask for directions, recommended ac-
tivities, destinations, lodging, dining
and more. In 2014, more than 10,000
people stopped in during the month of
August alone.
To help meet the demand and
to ensure a positive experience for
everyone, volunteers are needed to
serve as Cannon Beach Ambassadors,
help with events both large and small,
greet arriving tour groups and provide
assistance to visitors in the Informa-
tion Center. Anyone interested in
sharing their knowledge of Cannon
Beach and the Oregon coast is invited
to stop by the Information Center on
Spruce Street to pick up a volunteer
registration packet.
The largest and most popular of
Cannon Beach events is the annual
Sandcastle Day in June, which, upon
its 50 th anniversary in 2014, was des-
ignated an Oregon Heritage Tradition
by Oregon State Parks. Volunteers are
always needed to answer questions,
point the way, direct parking and
much more.
Volunteers will be asked to track their
hours, and the chamber will hold an ap-
preciation dinner in September after the
vacation season draws to a close. Details

Volunteer packets are also available
on the chamber’s website at cannon-
beach.org/visitor-center. The informa-
tion center is located at 207 N. Spruce
Street next to the city park.

was knocking on doors intoxicated.
The couple were staying at the resort
but seemed to be having difficulties
locating their own room. Problem
was solved for couple without fur-
ther incident.

Wayside. Male had a green Subaru
and was advised by park ranger that
shouldn’t drive. Checked in area. Un-
able to locate. Advised dispatch, who
placed an attempt to locate out on
the vehicle. Later indication that
the vehicle was seen/stopped in
Manzanita.

er agency. Subject accidentally
shot himself in the right calf w/.30
caliber pistol. Wound was through
and through. Arrived and ensured
the scene was safe for Fire Depart-
ment entry.

came to police department con-
cerned because she had found the
words “CIA MIA MA” written in sticks
on the road behind the Public Works
yard going to the water tower. Un-

harassment. Trespass notice issued
and telephonic harassment case
