LUBA upholds county’s
liquefied natural gas
pipeline ruling
Gazette introduces a new editor
The Cannon Beach Ga-
zette welcomes a new ed-
itor to its staff this week.
R.J. Marx joins the paper,
replacing recently retired
editor Nancy McCarthy.
Marx comes to the north
Oregon coast following
an 18-year tenure at The
Record-Review, a weekly
headquartered in Katonah,
New York, about 40 miles
north of New York City.
Important stories over the
years included the devas-
tation of Hurricane San-
dy in 2012; the Bedford
Central School District’s
“Satan Suit,” a legal chal-
lenge which helped define
the parameters of public
school curriculum; and
the celebrity adventures
(and misadventures) of
local residents Martha
Stewart, Richard Gere
and Donald Trump. Marx
managed coverage of land
preservation initiatives;
the growth of a regional
grassroots effort to pro-
mote sustainable energy
and reduce greenhouse
emissions; and the fair
and affordable housing
settlement between afflu-
ent Westchester County
and the U.S. Department
of Housing and Urban De-
velopment.
Under his helm, Marx
helped guide The Re-
cord-Review to editorial
and design awards at the
New York Press Associ-
ation Better Newspaper
Contest in 2014. In years
past, the newspaper was
awarded the prestigious
John C. Dorman award
for “Best Overall” week-
ly newspaper in New York
four times since 1997.
“I feel I can relate to
the North Coast demo-
graphic and the commu-
nity in terms of the issues
that are really important
here — specifically, the
environment, social issues
and affordable housing,”
Marx said Tuesday. “I’m
really looking forward to
joining this very strong
staff and great bunch of
people. So far, my ex-
perience has been really
terrific in the area, and I
really invite everybody to
reach out and introduce
themselves.”

rejecting an application for
construction of 41 miles of
pipeline to serve a proposed

There is a 21-day win-
dow for the applicant, Ore-
gon Pipeline LLC, to appeal
LUBA’s ruling to the Ore-
gon Court of Appeals.

board of commissioners

line LLC for the construction
of a 41-mile high-pressure
pipeline through Clatsop
County did not comply with
our Comprehensive Plan.
Today we are pleased to

The county commis-
sioners originally approved
Oregon Pipeline’s consoli-
dated land-use application
in November 2010, but two
months later the board, with
three new commissioners,
voted to withdraw that ap-
proval. Following a lengthy
legal process, in October
2013 the board formally re-
jected the application.
Oregon Pipeline appealed
the decision to LUBA,
which ruled last June that
former commissioner Peter
Huhtala demonstrated bias
when he voted for the 2011
withdrawal and the 2013 de-
nial, and directed the county
to reconsider the application.
Clatsop County appealed
LUBA’s ruling to the Or-
egon Court of Appeals,
which overturned LUBA’s
bias ruling and directed the
state panel to examine the
remainder of Oregon Pipe-
line’s petition

board’s Nominating Commit-
tee is now accepting applica-

Some of the candidate cri-
teria are:
• Must be a member of the
Cannon Beach Chamber of
Commerce in good standing
• Period of service is 3 years
• Must attend at least 75
percent of board meetings
(nine per year, out of 12 total)
• Can be eligible for two
consecutive terms of three
years maximum
• Election to be held after
Nominating Committee of
President, Vice President, and
Past President review applica-
tions and submit them to the
membership for vote within
10 days after nominations are
closed
• Announcement of elec-
tion results will be declared at
the Chamber of Commerce

Clatsop County is mov-
ing forward this year with the
centerpiece of its Household
Hazardous Waste Program —
the development of a perma-
nent collection center for the
GLVSRVDO RI WR[LF ÀDPPDEOH
and corrosive items.
The facility, targeted for
construction at the Astoria
Transfer Station in Astoria,
will collect hazardous prod-
ucts such as pesticides and
herbicides, paint, cleaning
solvents and other materials
not suitable for disposal with
standard household trash. The
facility is expected to open
in April 2016. As a result of
the project, the county will
no longer sponsor the yearly
household hazardous waste
collection events held each
May. Until the new collection
facility is operating, residents
who need to dispose of haz-
DUGRXVSURGXFWVPD\¿QGRWK-

The household hazardous
waste collection facility will be
open at least eight times a year
to collect waste items from
county residents and qualify-
ing small businesses. The cen-
ter will be funded through a
grant from the Oregon Depart-
ment of Environmental Quali-
ty and a surcharge on garbage
collection rates.
Many home and yard
products when not complete-
ly used up accumulate in
our cabinets, garage shelves,
or outdoor sheds exposing
children and pets to toxic
chemicals. Hazardous wastes
should not be put down home
drains, street storm water
drains, discarded in the gar-
bage or poured on the ground.
The dangers of improper
disposal may not be imme-
diately obvious, but this pol-
lutes our waters, places harm-
ful chemicals in the sewage/
septic systems that aren’t de-
signed to remove chemicals,
and exposes waste haulers

hazardous conditions.

• Reduce the amount that
may sit in your cupboards by
purchasing only what you
need.
• Before buying, read the
labels so that you can choose
to purchase non-toxic prod-
ucts whenever possible.
• Look into green alterna-
tive products and give them
a try. Most work as well as
toxic chemicals and are much
safer.
• When storing your haz-
ardous products put them in
a safe place away from chil-
dren and pets, and keep them
in their original containers.
• Share unused product
with a neighbor or friend to
get rid of it all.
