There seem3 to be a division of the city council as to the legal aspects of certain propositions whkh have been brought forth for the financial good of the city.. Nothing can be said against the fact that these propositions need consideration, but the taxpayers of Condon elected the present . council with the expectation of getting action. It should be re membered that the technicality of the law does not always coin cide with good principles. The legality of the water fund as pro posed can be decided only by a test case. There is no other way of proving the matter, for one attorney will say that it is legal snd Another that it is not It is simply a difference of opinion, There is no doubt, however, as to the good, common-sense prin ciple. This is only one of the questions upon which the council is divided. "United we stand, divided we fall." Just so long as the council is divided there will be practically nothing ac complished. United effort is the only means by which the city can be extricated from the pit of financial embarrassment It ap- . pears to us tnat the real trouble is that each member of the coun cil thinks that his opinion is ab solutely the or.lv ritrht one and therefore is unwilling to yield a point to anyone.
