At last a railroad president
has come to the fore and made
a statement which seems to in
dicate that the railroad magnates
fear that the next step by the
people will be government own
ership of railways. President
Ripley of the Santa Fe Railroad
makes the startling statement
that such is liable to be the .re
suit
Whether or not this would be
a solution of the problem of self
ishness on the part of the rail
roads we will not and cannot
say. One thing is certain and
that is that the railroads, while
owning the road beds and rolling
stock, are being curbed. Sever
al prominent writers have con
tended for some years that the
only solution to the problem
before the people in the regula
tion of railroads is through
government ownership of the
roadbeds, and the corporations
own the rolling stock. Under
this arrangement any person,
firm or corporation could use
the roadbed like any public
hiehway. It is contended that
under such a system the railway
monopoly would be an impos
sibility. Competition growing
up under such a system would be
akin to the high seas where any
firm or persons, that have enough
money to purchase a good freight
vessel can ply the waters in
competition with owners for any
and all points touched by
modern vessel.
Belgium owned her own rail
way systems and operated them,
butm 1842 or 43 concessions
were granted for private road
building, and the original plan
was tossed away, and many
acknowledged that it would
befear the governments purpose,
But forsight by the government
for private roads limited its
charters to 99 years and at the
expiration of the term the gov
ernment became the owner of
them without payment, that is,
the road bed became the property
of the government.
The French roads, we under
stand, are built the same way.
One very essential clause, reserv
ed at all times is, that the gov
ernment can purchase at any
time. Switzerland, we under
stand, is now the owner of most
of her railroads.
With a modern and powerful
interstate commerce commission
such as we now have, coupled
with the powers granted to the
various state railway commis
sions, the people are coming into
their own. The tide is turning.
The greedy railway kings, of
the east have forced the people
to pass the drastic laws in order
to protect the interest of the
masses.'
