congress. The electors chosen
by the popular vote of each state
cast their ballots at the state cap
itols next January for the candi
dates of their party for president
and vice president One elector
of each state is chosen to carry
the vote to Washington, where
the envelopes are all opened in
house of representatives, and the
result announced. There is in
no state, as yet, a "primary"
system of nominating electors.
