Dowerman in the last issue of
his paper, the Times, devotes con
Sidcrable space in telling the
voters of this district the good
things that he had done, and
what he has ' accomplished as
their representative in the way
or securing much needed legis
lation, but in his explanation' he
evidently forgot to mention
his ' connection with the
Review Bill, the Deposit
law and the bonking law, and
such other legislation as was
asked for by the Title Grab &
Bust Company. We imagine this
would take more soace. and
would be more interesting to the
readers of his paper than the
few minor laws which he credits

casion to look up the fence law
for the passasre of which he
applauds himself, and find it to
be one of the weakest attempts
at legislation that waa ever in
troduced into a law making body.
No standard is set by which
man can know whether or not he
has a lawful fence: and strain
there being ne standard, It might
be decided that a fence waa law
f ul or unlawful as the case might
be, and a mile from that parti
cular locality, the fence might
be decided just adversely to the
former or other decision." The
law provides that a 'lawful fence
shall be such as good husband
men generally keep, andaashal
on the testimony of skillful men
appear to be sufficient", etc
Now there is sure to be a differ
ence of opinion among husband
men as to what is and what is
not a good fence, and therefore
one man might have a one-wire
fence which would be pronounc
ed a lawful fence, while a neicrh

t The voters of this district can
make no mistake in voting for
D. R. Parker for District Attor
ney at the Primaries. The per
sons who are fighting him have
had to resort to all sorts of low
and vile methods in an endeavor
to down him as they can find
nothing against the upright rec
ord he has built up for himself.
Mr. Parker is a rising young at
torney, who wishes to serve the
people and fulfill every require
ment of that office. Voters, you
will do the right thing to your
self In voting for Parker.
A reader of the Journal asks
why voters are required to state
the party to which they belong
when registering, and why "a
voter is compelled to choose only
among the voters of his own par
ty." We suppose the inquirer
refers to the primaries, at the
election he can vote for anybody
he chooses; in fact, he can sub
stitute some other name for one
on the ticket at the primaries. It
was thus that Mayor Lane was
nominated. But the object of
keeping the parties apart in reg
istration and in-the primaries i?
chiefly, we suppose, to prevent
the voters of one party from
swarming into the primaries of
the other party and nominating
the weaker candidates. Hence
it is necessary to register as an
adherent of some party, so that
the primary judges will know
whether a voter calls for the
right ticket, that of the party, to
which he belongs. But once in
the booth, the voter can substi
tute any name he pleases. A
man registering as a Democrat
must at the primary election call
for a Democrat ticket, but he
does not have to vote it straight.
For example, Republicans at the
coming, primaries can vote tc
nominate Word for sheriff, and
Democracts can vote to nominate
Stevens-or any other man-by
writing in the name of the man
for whom they desire to vote.

we now hold. Although we
can't imagine who was foolish
enough to offer him the position
at that figure, we can't help but
say that he would have been in
much better circumstances had
he taken it
