The Oregonian of March 19th
08, throws some lurid light on
few of the dark places in the
Oregon State Senate concerning
its operations in connection with
tHe Title Guarantee and Trust
Co., the Savings Bank that last
(all made the worst failure in the
- history of the State, which but
for the generosity of Wm.S.Ladd
would have made thousands of
well-to-do persons penniless, de
pleted the State School fund
itveral thousands of dollars, and
reduced many poor widows and
orphans to a state of want
(The Oregonian says, "Many of
the crooked works of the Ross
btmk, while offenses against the
people and the good-faith rules
of legitimate banks, are not pun
Unable as crimes against the
peace and dignity of the state;
ideh, for example, as keeping a
Mcret paid lobby at the Legis
lature to fight "hostile" legisla
tion; presenting to the public as
a boost to crooked bank business,
false statements' of finances;
wing depository funds to carry
os private schemes, etc."
This lobby had a secret code of
telegraphy in which its friends
in! the Senate, as a precaution,
were nicknamed; Sen. Bower
nan aa ' " joinder " , was
chairman of the committees of
Revision of Laws and Judiciary,
to which all the banking legis
lation wanted by the defunct
bank was referred; and it is a
matter of common record that
the Trust company got laws pas
ted or defeated just about as it
wanted them. One of the laws
in which the said bank was inter
ested was the "Review" bill a
bill introduced with the object of
reviewing the suit for the posses
sion of the Marquam .Theater
property in Portland, which the
now defunct bank had managed
to "law" the real owner out of.
After this bill passed the House,
Bank President Ross' lobby "got
busy." A cipher message was
sent to Ross by Atty. Kollock, one
of the bank's lobbyists,' stating
that the Haines bank bill was
"well watched," and that the
bill for the control of state de
posits was "gaining ground."

lock, "Provide room forMunly;
meet him 7:45 tonight; ask
joinder (Senator Bowerman ),
watch namesake (Review Bill)
vigilantly". The next day the
bill appeared in the Senate, and,
on Howerman's motion, was re
ferred to his committee on Re
, vision of Laws. This victory for
( Jhe bank was then telegraphed
to Ross, "joinder safe on Review
clock work, and the goods rere
being delivered without a hich.
Later Atchinson wired to ,Ras
that the Review bill had been in
definitely postponed, which mnt
that it was killed for keeps, Ind

Several papers in this district,
antagonistic to D. R. Parker who
is to be the next District Attor
ney, are publishing all sorts of
rotten and base things that they
may turn the voters from a man
who has a record that is beyond
reproach. They are working un
der the motto of the "boss" and
have been imbued with his un
derhanded methods. Having
nothing to prove against Parker
that will lose votes for him, they
k down to the lowest level and
resort to the meanest of things,
and print ail sorts of misrepre
sentations.
The Times has never dared to
mention the good things Bower
man has done. . It's a regular
clam on the subject of his good
deeds, while its policy is to throw
