1878; was a Republican member of the Oregon legUlatore in the session of 1885;
and the eitra tnjou of I8H0; wan one of OrVgon'a delegate to the Republican
National Convention nf 1888, and Oregon's member of the Repnhliean National
Committee from 1888 to 1802 and a delegate to the Republican National Conven
tion of 1SD2, and wan elected ai a Mitchell Republican to the Oregon legislature
in 1896.

the mineral resources of Oregon than any other man in the Hate, having ex

While Mr. Ronrne has had hit residence and main office in Portland since
t 1878, he has had another ofllce at New Bedford, Mass., and has carried on the
business of his father's estate since 1880, which makes him familiar with inany
of the large Interests and leading men in the Eat. These qualifications. In con
'junction with his energy, originality, eiecotive ability and eiperlence In busi
ness and political affairs, pre-eminently qualify him for making an able and In
flutrtlal senator tor the State of Oregon. ' .
Mr. Runrne has always favored eitending the direct power ol the people
over their government as far as possible, He was one of the leading spirits In
the Initiative and Referendum movement from 1806 nntil it was approved by
1 the voters at the June election In 1903. In 1004 he was member of the execu
tive wmmitte of the Direct 1'rimsry Nomination League, and holds the same
position with the People's Power League. In all these movements he has been
one of the few to guarantee the necessary expense of preparing and proposing
their men-ores to the people. '
lie says that the choice of United States Senator should be by a direct vote
of the people, and that the legislature should be compelled to elect the man the
1 people select. To accomplish this result, he Is championing statement No. 1 ot
the primary elections law as the only method by which public opinion may be
crystalixed and made effective upon the legislature '
