. DIKECT LEGISLATION.
. The following is the full text of
the initiative and referendum
amendment to the constituUoa of
this state which will be voted upon
at the election next June.
Rattan 1 of A rtlele T V of the Con
stitution af th. e State of Oregon shall
be and hereby is amended to read as
follows:
Section I, The legislative author
, ity of the state 6hall be vested in a
legislative assembly, consisting of a
senate and a house of representa
tives, but the people themselves re
serve the power to propose laws
and amendments to the Constitu
tion, and to enact or reject the same
at the polls, independent of the leg
islative asseirbly, and also reserve
Dower at their own option to approve
or reject at the polls any act of the
-legislative assembly. The first

initiative, and not more than eight
per cent, of the legal voters shall
be required to propose any measure
by 6iich a petition, and every such
petition shall include the full text
of the measure so propoed. ' Initia
tive petitions shall be filed with the
secretary of state not less than four
months before the election at which
they are to be voted upon. The
second power is the referendum,
and it may be ordered (except as
to laws necessary for the immediate
preservation of the. public health or
6afety), either by petition, signed
by five per cent of the legal voters
or by the legislative assembly, as
other bills are enacted. Referend
um petitions shall be filed with the
secretary of state not more than
, ninety days after the final adjourn
ment of the session of the legislative
assembly which passed the bill on
which the referendum i3 demanded.
The veto power of the governor
shall not extend to measures refer
red to the people. All elections on
measures referred to the people of
the state shall be had at the bien
nial regular general elections, ex
cept when the legislative assembly
shall order a special exception.
Any measure referred to the people
shall take effect and become a law
when it is approved by a majority
of the votes cast thereon, and not
otherwise. The style of all bills
thall be: "Be it enacted by the peo
ple of the State of Oregon." This
section shall not be construed to
deprive any member of the legisla-'

Obituary.
James If, Campbell, who resided a few
miles north of town died at the Condon
Hotel Saturday afternoon of pneuuion:.
after aa illness ot bat a week aged about
51 years.
He was a native of Scotland but emi
grated to Canada when young and came
to this state about four years ago. He
was a brother of Wiu. Campbell who is
a well known pioneer of this comity. He
was married about two years ago to Mi
Maggie McFarlane who Mitb one child
survives him. .'The funeral took place
Sunday afternoon the services heinttm
ducted by Rev. Mount, of Fossil, in the
Baptist etinrch. The interment was in
Mount Moiiah cemetery and was largely
Mt tended.

Pullman Ordinary Sleepers
The tourist travel between the East
and tha Pacific Coast has reached enor
mous protHirtioiiB in the last few years,
and calli lor a special class of equipment.
To meet this demand the Pullman Co.
has issued from its shops a hat it tech
nically calls the "Pullman Ordinary
Sleeper." These cars appear similar lo
the regular sleepers lieing built on the
same plan, but not furnished with the
same eleuance. They are equipped wild
mattresses, blankets, sheets, pillows,
pillow-cases, towela, combs, brushes,
ect. , requiring nothing of the kind to
be fnruiioied by the passenger. Knch
car has a stove for making tea and cotl'ee
and doing "light housekeeping", and
each section can hefjuel with an adjust
able table. A uniformed porter accom
panies each car, his business being to
make np berths; keep the car clean, ami
look after the wants and comforts of the
passengers. In each of the trains which
ate dispatched daily from Portland by
the O. R. A N. Co. is to be found one
of these "i'llllirv-ii Orditwr Sleepers".
The car attached to the "Chicsgo-Port-
land Sclnl" goes through to Chiceiro
i without change, and the one In Ihe
: "Atlantic Express" runs to Kana City
j withont change. Paxsengers in this car
