Oregon man whose interests are
identical with those of every other
resident of this great Inland Em
pire. He can and will work for
Oregon and especially for Eastern
Oregon and for that reason we hope
and expect to the Gilliam coun
ty convention endorse bim today.
DIRECT LEGISLATION.
The proposed amendment to the
constitution of Oregon, known as
the initiative and referendum,
which will be voted on at the State
eiection'next June is of the greatest
importance to the people of the
state. The proposed amendment
if accepted, will take the law mak
ing power out of the hands of leg
islative and partisan rings and
place it in the hands of the people
where it by right belongs. The
movement is strictly non-partisan
and the amendment should be in
dorsed by both county conventions
in this county. The initiative
means that if 8 per cent of the peo
ple of the Btate petition for the en
actment of a certain measure to be
come a law that' measure, must be
submitted to the people at the polls

have the power to petition for the
right to vote on any law which may
be passed by the legislature if 5 per
cent of the people of the state sign
a petiton to that effect or the legis
lature itself may order any law
passed by it to be submitted to the

rion. If this measure carries it will
. make Oregon a 6tate wherein gov
ernment by the people and for the
people will be possible. As it is
now it is government by the politi
cians and for the grafters to a great

The question is simply this': Can
the people of Oregon be trusted to
approve or reject the laws by which
they are governed? Have they
sufficient intelligence to be given
this power without danger? The
The advocates of this measure be
lieve the people can be trusted.
Will the republican and democratic
"county conventions of this county
show that much faith io the intel
ligence of the people by passing a
resolution endorsing the propose
amendment? We will wait and see.

The tourist travel between the East
