men and true" to transact the busi
ness of the county during the next
two or four years.
This year the people 'are called
upon to elect a full complement of
county officers, with the exception
of a school superintenden t, and i
is highly important that none but
the best men shall be nominated.
The fact that a man "needs the of
fice," or is ,-a good fellow" or is "a
strict party man" or is "not - a
strict party man" or any of the
other many personal or policy rea
sons which are so often urged
should have no weight with the vo
ters. The people should insist on
knowing, however, whether or not
the aspirants are worthy and hon
est and capable and faithful; wheth
er they regard a public office as &
public trust or a private snap;
whether they will conduct the
affairs of the county on a business
basis or with a view to their own
gain and the future political pre
ferment of themselves or their par
ty and whether, if elected, they
will Berve the people, as a whole,
or only some ring of machine poli
ticians. The writer has, during the past
year or so, heard more or less criti
cism from members of both parties,
in regard to the past management
of county affairs. : Some complain
of the tax rate, some of . the - heavy
county debt, others of the large
amount of delinquent taxes and
of the lack of public improvements.
vVithout entering upon a discussion
of the merits or demerits of these
criticisms, at this time, we only de
sire to point out to tZie voters that
- their 'remedy can be found only at
the primaries, which is the root of
the entire political structure.
When President Roosevelt was a
Police Commissioner in New York
City he gave utterance to the fol
lowing sentiment which is well
worth the careful consideration of
every voter: "I have always be
lieved," he said, "that every man
should join a political organization
and should attend the primaries;
that he should not be content to be gov
erned, but should do his fart of the
work."
The very essence of republican
ism is in that sentiment and if
every citizen would act upon it and
if we then fell short of a pure, hon
estly administered government we
would all have to admit that a re
publican form of government is a
failure.
The voter who fails to attend the
primaries admits, by that failure,
that he is "content to be governed"
and that he is not "willing to do
his share of the work." If public
affairs are not administered to his
liking afterward he should make
no complaint. He should take his
medicine, however bitter the dose,
and declare that he likes it
There are a number of matters'
on hand in congress just now of
considerable importance to the peo
ple of Oregon. The people cannot
go to Washington, however, to look
after these matters because they
have to stay at home and work and
pity taxes to defray the expenses
of their congressmen and senators
who are paid'to stay in Washing
ton to attend to these matters for
the people. . Sjme senators do not

derstand arragements are being made
to form a stock company and drill the
first hole.

Society, of Clem, for February i
The parents ot Earnest Miller the
helpless cripitle ot Albany, Oregon, wish
to thank the members of the I. S, S. for
Christmas cheer received by their help
lessly afflicted boy. Thanks were also
received from several others.
Mrs. Wm. Callahan of Webster, 111,
requests quilt scraps ot any kind. She
is 60 years old, very poor and has not
walked or stood on her feet for 14 years.
On acount of sickness etc. the report
for January was anavoidably omitted.

Pullman Ordinary Sleepers
The tourist travel between tho Fast
and the racifie Coast has reached enor
mous proportions in the last fear years,
and calls lor a special class of equipment.
To meet this demand the f ullman Co.
has issued from its shops what it tech'
nically calls the "Pullman Ordinary
Sleeper." These cars appear similar to
the regular sleepers being built on the
same plan, but not furnished with the
same elegance. They are equipped with
mattresses, blankets, sheets, pillows,
pillow-cases, towels, combs, brushes,
ect. , requiring nothing of the kind to
be fnrnistied by tho passonger. Each
car has a stove for making tea and coffee
and doing "light honsnkeeplng", and
each section can be Cited with an adjust
able table. A uniformed porter accom
panies each car, his business being to
make np berths; keep the car clean, and
look after tbe wants and comforts of the
passengers. In each of the trains which
are dispatched daily from Portland bv
the O. K. A N. Co. is to be found one
of these "Pullman Ordinary Sleepers".
The car attached to the "Chicago-Portland
Special" goes through to Chicego
withont change, and the one in the
'Atlantic Express" runs to Kansas City
