pean nations, unless Great Britain

Spain and Portugal had the great
est oportunities, went into thecolo
nuatiou business to the greatest ex
tent, and made the greatest failures.
France's colonies always cost far
xuore than they come to, and so are
one of the causes of her practically
bankrupt condition. Germany
ieem9 to desire more colonies, yet
those she has all lack a good deal
of boing self supporting. Their rev
enue in 1900 was $3,226,470 while
their Governmental expenditures
were $15,004,392 leaving a deficit of
nearly $7,000,000 for the German
taxpayers to supply.
The main causes of this balance
on the wrong side of the ledger are
' the causes in nearly all cases mil
itary garrisons, naval watchfulness
civil administration and lack of in
dustrial development, Germany,
like the others, has regarded her
colonies as markets to be exploited
for her benefit. But the result has
been loss to her and stagnation in
the colonies. The German colon
ies, containing 2,557,000 square
miles of territory, contain, after
efgteen years years, only 6,000 white
people of whom only about one-half
are Germans.

stead of $15,000,000 it will cost us
probably $40,000,000 a year for
many years to govern them, to say
nothing of many tens of millionsfor
defense. Where and how is this

sheet?. True the Philippines are a
rich country, and capable of yield
ing much produce, and we may ex
ploit and develop them more than
Germany has its colonies, but the
, conditions for their peaceful, pro
gressive and profitable development
do not look very promising at pres
ent It seems inevitable that in ten
years, dating back three, we will
expend more in and on the Philip
pines than we will get back in fifty
years. But Mr. Barrett's argument
that they will somehow give us a
commercial leverage all through the
Orient may have some force in it.
The fact is, however, that distant
colonization has ultimately been an
unprofitable business for all nations
that have engaged in it, and we are
likely to prove no exception to the

here to hold a revival soon. If the white
preachers can't save us maybe the black

A firm of tombstone men are erecting
a number of handsome monuinentd in
our cemetery this week.

More Trouble for Sheepmen.
The Long Creek correspondent of the
Telegram in a recent lengthy communi
cation reviews the former troubles be
tween cattlemen and sheepmen and be
tween settlers and outside stockmen, in
that section of country and predicts more
trouble next Summer than has ever be
fore been known, The reason assigned
is that the country la becoming more vet
tied and that the stock owned by settlers
and small farmers is about all the range
will support. Gilliam county sheepmen
who range their flocks in that section
during the Summer months have escap
ed serious trouble with the settlers be
cau se of the care they have taken to avoid
infringing on the ranchers and nearby
range hot, if the prediction of this corre
spondent proves correct it will no doubt
concern all who drive their flocks into or
through the districts where the trouble
has occurred.

The tourist travel between the East
and the ractfte Coast has reathed enor
mous proportions Itf the fast few years,
and calls for a special class of equipment
To meet this demand the Pullman Co.
haa issued from its shops what it tech
nically calls the 'Tollman Ordinary
Sleeper." These cars appear similar to
the regular sleepers being built on the
same plan, but not furnished with the
same elegance. Tbey are equipped with
mattresses, blankets, sheets, pillows,
pillow-cases, towels, combs, brushes,
ect. , requiring nothing of the kind to
be furnished by the passenger. Each
car has a stove for making tea and coffee
and doing "light housekeeping", and
each section can befitted with an adjust
able table. A uniformed porter accom
panies each car, his business being to
make np bertha; keep the car clean, and
look after the wants and comforts ot the
passengers. In each of the trains which
are dispatched daily from Portland by
the O. B. A N. Co. la to be found one
of these "Pullman Ordinary Sleepers".
The car attached to the "Chicago-Portland
Special" goes through to Chicego
without change, and the one in the
"Atlantic Es press" runs to Kansas City
without change. Passengers in this car
(or Chicago change to a similar carat
Granger.
Much of the first class travel is being
carried in these cars, the rates being
lower, and the service nearly equal to
that in the palace sleepers.
