THE DAVIS STEAL
ThtrcasFof Sshwl "Tvv Clerk
$.U,000 from ths Rlate sehvil fuivl.
furnishes a good object fcfn of
the inner workings of the political
machine which mmipulite th
liSlic aTu'r of ti
enr. So far as we know nobvxTy
denies but that IXivis stole the
.. money and most persons p-srhap
tlie ve thit the Sute Lmd B rJ
which employe! D.ivia should bi
hild repni ible with hint for the
defalcation. In view of the recent
pinion given out by D-itriof At
torney Chambarlain of M llttionvih
ounty, however, nobdy believes
thateither Davis or his superiors
will be he! J responsible for the theft
bat that they will go Suo free and
the tax payers ami school children
ofOregm will bijust 3l,0JJlser.
Every body believes that our
ftate affairs are managed and
directed by a political machine and
easesof this kind are straws which
point In the direction of the proba
ble fact that when it comes to a
net-tioo of "grafts" and ''grafters"
when itcouies to a show down in
the matter of shielding embezzlers
of public funds, and others of their
ilk party fenoM are laid low and,
without regard to political principle
the gang all stand together and
pcotejteij'iothj, sftly miruiur
ing, each in his neighbor's ear, "The
people be dammed." The fact that
in this Davis case a number of
legislative - committees have ex
a:uine3 his bioks, since the djfal
ution, and reported them corr ect is
a shame to the state, to the mem
bers of the legislative bodies and to
the people who elect them. Such
Totteness as this is the cause of
' much ofthe political and social
unrest of the age and explains
why so many intelligent people
are beginning to believe that some
new and better system of govern
ment must be evolve J to supplant
toe present rotten one.
The following comment and
q ierie3 apropos tha Davis c3e,
which we clip from the O.-egDnian,
is to the point:
"Startling as it is, and incompre
hensible as it may seem, the idea
18 freely helAput by many persons
01 mucn.iMQrinalion concerning
the Davis case that little, if any,
possibility exists for the recovery
of the 31,000 of the people's
money. It has indeed, been evi
dent from the start that nobody is
seriously concerned about it.' The
columns of this paper are directed
at J,he subject occasionally, and
then there is a slight movement,
but the most patent thing about
the whole is the indisposition of
all concerned to do any thing that
might possibly bring fruit, and
added to this is the alacrity with
which everybody asserts that the
money can never be recovered.
At6r.i9y- General Blackburn
selects a method ofrocedure which
District Attorney Chamberlain
promptly pronounces ineffective.
Mr. Bliickburn would, willingly
pillory Pennoyer if he could, just
as he spent $1000 investigating
Napoloen Davis when he should
have been proceeding against Gio.
Davis. Is there not a public
o'JSc er in the state who will sincerly
try to recover this money to the
treasury and punish the perpetra
tors, regardless of political rings
and favortism? Is the clerkship
abuse, after all, merely an accurate
reflection of our whole official life?"

Pullman Ordinary Sleepers
The tourist travel between the East
and the Pacific Coast has reached enor
mous proportions in the last few years,
and calls for a special class of equipment.
To meet this demand the Pullman Co.
has issued from its shops what it tech
nically calls the'Tullman Ordinary
Sleeper." These cars appear similar to
the regular sleepers being built on the
same plan, but not furnished with the
same elegance.' They are equipped with
mattresses, blankets, sheets, pillows,
pillow-cases, towels, combs, brushes,
ect. , requiring nothing of the kind to
be furnished by the passenger. Each
car has a stove for making tea and coffee
ahd doing "light housekeeping", and
each section can befitted with an adjust
able table. A uniformed porter accom
panies each car, his business being to
make np berths; keep the car clean, and
look after the wants and comforts of the
passengers. In each of the trains which
are dispatched daily from Portland by
tbe O. R. & N. Co. is to be found one
of these "Pullm in Ordin iry Sleepers".
The car attached to the "Chicago-Port
land Special" goes through to Chicego
without change, and the one in the
"Atlantic Express" runs to Kansas City
without change. Patter ngers in this car
for Chicago change to a similar carat
Granger.
Much of the first class-travel is being
carried in these cars, ttie rates being
lower, and the service nearly equal to
that in the palace sleepers.
