If the Weakly Annex is so solic
itous about informing its readers of
all the changes enacted in the new
charter why did it not make the
same known before the bill was
presented in the legislature through

taxpayers too much knowledge
about the measure before it was
safely passed, or is its list of read
ers confined to the little ring who
framed the measure and who did
not need any information? Who
is meant by "we?" This cannot be
the ordinary editorial "we," for, ac
cording to the beai light obtainable,
the Weakly Annex is editorless.
It seems to have a manager, a cen
sor, a dictator, a legal adviser and
a number of owners, but when you
look for the editor, echo answerB,
'Nit." Why did not the Annex
publish the bill in full and not
leave a dark suspicion lurking in
the public mind that it was still
trying to deceive and to cover up
something? Why did it not pub-
lish a list of the petitioners who
asked Mr. Miller to have the bill
" passed? Was it because a majority
of them are ashamed of being
known in such an under-handed,
sneaking proceeding, or was it be
cause some of them are not resi
dents of Condon or had been de
ceived as to the true merits of the
measure for which they were in
duced to petition their representa
tive? It is known that at least one
man wfco signed the petition was
led to believe that the only change
contemplated was a provision in
regard to cleaning up the streets
and the town. The Weakly, how
ever, upsets this, claim at one fell
swoop by declaring that there are
but two changes that are of any
importance one making the mar
shal's office an elective one and one
making the city recorder ex -officio

Commenting
on the latter tho Weakly pays:
"This is a provision Inserted in the
charter of nearly every incorpo
mtpil citv ami town in Orosron and

will, we believe, meet with general !
approval." In this statement the
Weakly apain attempts to mislead
and deceive the people, or elns ex
poses its ignorance of the whole;
matter. The old charter provides
for that very thing makes the
recorder ex-oflicio justice of the
peace, within the incerfiratiK,Xx
does not cive him jurisdiction all;
meaning that perhaps the, present
eyes of the ring or of the "well
known lawyer and politician," (?)
who, according to the Fossil Jour
nal, went to Salem to elect Corbett
and to amend the charter of Con
don. This may be politics rin? politic?,
but it is a mighty poor business proposi
tion for people to engage in who have
the least desire to build np their town.
If the remark which bas been attributed
to a prominent luminary of the ring
that, "We propose to divide this town
square in two on political lines, be god"
" correct, the public may be pardoned
for doubting his judgement as a citiaen
and a business man and of those for
whom he speaks.
In its comments on the change as ef
fecting the marshal's office the Weakly
shows a contemptibleness which Is not
met with every day. It makes no direct
charges against the present marshal, but
in a cowardly and contemptible negative
manner it insinuates that he cannot be
elected because be has been incompetent
and unfaithful, and that he has neglect
ed bis duty. In this the Weakly bas
simply shown itself to be a liar in effect
and a coward in fact, else why did it not
make its charges direct and proceed to
prove them? Had the Weakly, or the
people who dictate its utterances, the
least conception of fairness or decency
in matters of this kind it would have
said, if saying anything, that the pres
ent marshal can not be elected because,
like many other Condon people at the
present time, and no doubt like many
who signed the petition asking for a new
charter, he is not a legal resident of
the city, and if they had wanted to
tell the exact truth about the matter
and give away some of the secret work
they might have added that that was
the prime object in securing an amended
charter for Condon.
The Globe does not care to discass
the merits or demerits of the amend
ments. No matter if their adoption
should make the town a Garden of Eden
or a Slough of Despond, we would op
pose the methods by which they were
enacted just the same. Such star cham
ber proceedings and machine politics
should have no place in onr city affairs,
and no man or set of men who have the
welfare of the city at heart will attempt
to use them. Such work is only calcu
lated to breed discord in a town which
is already divided against itself and
they are pretty sure eooner or later to
recoil on the beads of those who employ
them.
The Globe dislikes to be obliged to

so much space and prominence to the
contemptible work and false insinuations

If Major Hicks means that we
have a desire to kidnap the Inde
pendent we must hasten to unde
ceive him. We utterly deny such
a motive. Anyway, vre have our
doubts about the efficacy of alcohol
as a preservative for newspapers or
newspaper editors. Their power of
absorbtion is too great. Can it be
that the Major would like to be
kidnapped and plunged into an
alcoholic bath at our expense?
That would be a pretty slick scheme,
but we will not stand it. Use river
water, Major; it's good enough to
bathe in and float boats on. Don't
be so extravagant in your tastes.
Thanks, awfully, for the title,
Major. We have yearned for it for
the last 14 years and had almost
despaired of its coming, but "all
things come to those who wait,"
and to show our appreciation and
good will we hereby promote you
to be a Brigadier-General.

In the squabble over the election
of a United States senator, the
Eastern Oregon delegation in the
legislature seems to have lost sight
of the matter of greatest impor
tance to the people whom they
represent Senator Johnston's bill
for a portage road between The
Dalles and Celilo. Thus the peo
ple's interests have been made
secondary to the ambition of a few
men who want honors thrust upon
them, and it will ever be thus until
senators are elected by direct vote.

Kansas against the illegal saloons bas
at last resulted in murder, and, sad
enough, the first victim was a woman.
A "joint" was raided by a mob and, in
the melee which followed, the wife of
the proprietor, who roshed In to assist
her .husband, was shot and instantly
killed. To condemn the lawless and

mobs of saloon wreckers, is not to con

'The second Thursday after the first
Monday in April" is a funny date to fix
for a city election, but it is easily under
stood when you figure that some of tbe
ring will only have proved np on their
homesteads barely soon enough to get
in on that date. The first Thursday
after the first Monday might have been
too soon for them. '
Governor Geer could use his veto
power with much benefit to the state,
in regard to several bills that might be
mentioned. Telegram. Gilliam county
people will say "Amen" to that sentl
