The Wheeler County Anner, otherwise known as the Weakly Times, omits, in its last issue, a half' over lhti otrnty. Why, then, j manner and with cunning shrewd column of the usual boiler plate, ! houM the ring go to the trouble of jnes attempts in the language ot ready-made, editorial matter wnicti 'R,iieHainr the charter to provide is furnwhed free by a certain press ; for &.mi.thing which is already em bureau in New York city, in order : bodied iu the old charter? The to give what purports to be a de-'jy reasonable explanation is that fense of the new city charter, which j the new charter must extend the was sneaked through the legisla-j junction of the city recorder as tun? by members of the Condon Lx.0tIicio justice of the peace beyond political machine, whose member-!tne cjty limits and all over the ship is composed largely of dis- j county. This is simply a political grantled office seekers, would-be; raeasurc arui can be construed as politicians aud political carpei-; baggers who claim Condon as their 'just;co 0f the peace in Condon pre sloppim? place. The "Weakly" jciuct does not find favor in the starts out by caying: "In order that our readers might be fully conversant with all changes en acted in. the new charter, wt 6ent to Salem and obtained an exact eopy of the bill as passed and pre sent, in another column,, extracts f all the material chauges." If the Weakly Annex is so solic itous about informing its readers of all the changes enacted in the new charter why did it not make the same known before the bill was presented in the legislature through .t. f t ...n.t:WA the connivance of Representative .-Miller?. Was it afraid of giving! , the common herd of voters . and taxpayers too much knowledge about the measure before it was safely passed, or is its list of read ers confined to the little ring who framed the measure and who did not need any information? Who is meant by "we?" This cannot be the ordinary editorial "we," for, ac cording to the beai light obtainable, the Weakly Annex is editorless. It seems to have a manager, a cen sor, a dictator, a legal adviser and a number of owners, but when you look for the editor, echo answerB, 'Nit." Why did not the Annex publish the bill in full and not leave a dark suspicion lurking in the public mind that it was still trying to deceive and to cover up something? Why did it not pub- lish a list of the petitioners who asked Mr. Miller to have the bill " passed? Was it because a majority of them are ashamed of being known in such an under-handed, sneaking proceeding, or was it be cause some of them are not resi dents of Condon or had been de ceived as to the true merits of the measure for which they were in duced to petition their representa tive? It is known that at least one man wfco signed the petition was led to believe that the only change contemplated was a provision in regard to cleaning up the streets and the town. The Weakly, how ever, upsets this, claim at one fell swoop by declaring that there are but two changes that are of any importance one making the mar shal's office an elective one and one making the city recorder ex -officio A Night of Terror. MAwfui anxiety was felt for the widow of the brave General Bnrnham of Macb ias, fife., when the doctor said she would die from Pneumonia before morning," writes Mrs. & II. Lincoln, who attended Her that fearful night, "but she begged for Dr. King's New Discovery, which had more than once saved her life, and cured her of Consumption. After taking, she slept all. night. DAM08KY BROSY MODEL CUILDINC, LOWER MAIN Commenting on the latter tho Weakly pays: "This is a provision Inserted in the charter of nearly every incorpo mtpil citv ami town in Orosron and .... rf - ----- - will, we believe, meet with general ! approval." In this statement the Weakly apain attempts to mislead and deceive the people, or elns ex poses its ignorance of the whole; matter. The old charter provides for that very thing makes the recorder ex-oflicio justice of the peace, within the incerfiratiK,Xx does not cive him jurisdiction all; meaning that perhaps the, present eyes of the ring or of the "well known lawyer and politician," (?) who, according to the Fossil Jour nal, went to Salem to elect Corbett and to amend the charter of Con don. This may be politics rin? politic?, but it is a mighty poor business proposi tion for people to engage in who have the least desire to build np their town. If the remark which bas been attributed to a prominent luminary of the ring that, "We propose to divide this town square in two on political lines, be god" " correct, the public may be pardoned for doubting his judgement as a citiaen and a business man and of those for whom he speaks. In its comments on the change as ef fecting the marshal's office the Weakly shows a contemptibleness which Is not met with every day. It makes no direct charges against the present marshal, but in a cowardly and contemptible negative manner it insinuates that he cannot be elected because be has been incompetent and unfaithful, and that he has neglect ed bis duty. In this the Weakly bas simply shown itself to be a liar in effect and a coward in fact, else why did it not make its charges direct and proceed to prove them? Had the Weakly, or the people who dictate its utterances, the least conception of fairness or decency in matters of this kind it would have said, if saying anything, that the pres ent marshal can not be elected because, like many other Condon people at the present time, and no doubt like many who signed the petition asking for a new charter, he is not a legal resident of the city, and if they had wanted to tell the exact truth about the matter and give away some of the secret work they might have added that that was the prime object in securing an amended charter for Condon. The Globe does not care to discass the merits or demerits of the amend ments. No matter if their adoption should make the town a Garden of Eden or a Slough of Despond, we would op pose the methods by which they were enacted just the same. Such star cham ber proceedings and machine politics should have no place in onr city affairs, and no man or set of men who have the welfare of the city at heart will attempt to use them. Such work is only calcu lated to breed discord in a town which is already divided against itself and they are pretty sure eooner or later to recoil on the beads of those who employ them. The Globe dislikes to be obliged to ma.e nee ot eome ot toe langnagts con tained in the foregoing article or to give so much space and prominence to the contemptible work and false insinuations of a few petty schemers, but "There are times when the insignificance of tbe ac- A Convincing Answer. The Condon Globe now comes forward and in its usual masterly The Independent to embarrass it with the officials of the Colonel Pattison Southern. Col. Tattison has evident intentions of kidnap- ing this young industry- in its in fancy. Probably it is his desire to confine it in alcohol with the m- tention of studying its develop- mont fr in enn.l it in An PVneri-I mental station for that ; Purpose- n r If Major Hicks means that we have a desire to kidnap the Inde pendent we must hasten to unde ceive him. We utterly deny such a motive. Anyway, vre have our doubts about the efficacy of alcohol as a preservative for newspapers or newspaper editors. Their power of absorbtion is too great. Can it be that the Major would like to be kidnapped and plunged into an alcoholic bath at our expense? That would be a pretty slick scheme, but we will not stand it. Use river water, Major; it's good enough to bathe in and float boats on. Don't be so extravagant in your tastes. Thanks, awfully, for the title, Major. We have yearned for it for the last 14 years and had almost despaired of its coming, but "all things come to those who wait," and to show our appreciation and good will we hereby promote you to be a Brigadier-General. 'Bout face! 'tention! Salute! Oh, the grip, the grip, the horri ble grip makes your head go buzz and your bones go zip, while your throat is dry and parched and sore and your temples throb with a rattline roar. Your feet are cold and your brow is hot, and you sneeze and sweat and cuss a lot, and your blood is boiling and thumps vour skin till you can't tell lemonade from gin. No appe tite, no love of. life, nothing but ache and pain, and the strife to keep from coughing your old head off while at the doctor's advice you scoff and kick the covers and toss and tumble and pound thej pillows like a spavined hoss. Your bed grows hard and full of lumps, and you grumble and cuss as the nurse maid jumps to bring you a drink and give you some dope , and you wish for a pistol, a knife and a ropeto end your life and get rid of the grip that makes your head go buzz and your bones go zip. Ex. In the squabble over the election of a United States senator, the Eastern Oregon delegation in the legislature seems to have lost sight of the matter of greatest impor tance to the people whom they represent Senator Johnston's bill for a portage road between The Dalles and Celilo. Thus the peo ple's interests have been made secondary to the ambition of a few men who want honors thrust upon them, and it will ever be thus until senators are elected by direct vote. Times-Mountaineer. The claim of other congh medicines to be as good as Chamberlain's are effectn allv set at rest in the following testimo nial of Mr. C. D. Glass, an employe of Bartlett & Dennis Co., Gardiner, Me He says : "I had kept adding to a cold and congh in the winter of 1897, trying everv coneh medicine I heard of with out permanent help, until one day I w as in the drug store of Mr. Houlehan and he advised me' to try Chamberlain's Congh Remedy and offered to pay back my money if I was not cured. My lungs and bronchial tabes were very sore at this time, but I was completely cured by this remedy, and bave since always turned to it when I got a cold, and soon find relief. I also recommend it to my friends and am elad to say it is the best of all congh medicines." For sale by The Hudson Pharmacy C. W.Croafield, mgr. NOTICE. As might be eipected, the crazy cru sade inaugurated by Mrs. Nation in Kansas against the illegal saloons bas at last resulted in murder, and, sad enough, the first victim was a woman. A "joint" was raided by a mob and, in the melee which followed, the wife of the proprietor, who roshed In to assist her .husband, was shot and instantly killed. To condemn the lawless and fanatical Droceedimjs of tbe Kansas mobs of saloon wreckers, is not to con done tbe lawlessness of tbe saloons, but the old eaying that "two wrongs do not make a right" ahonld be recalled by the " I VntiAn linnir.lAel """"" ",a" "w 'The second Thursday after the first Monday in April" is a funny date to fix for a city election, but it is easily under stood when you figure that some of tbe ring will only have proved np on their homesteads barely soon enough to get in on that date.
