For the information of our read
ers, many of whom have made in
quiries in regard, to tho matter at
this office, we publish the follow
ing section of the laws of Oregon
relating to tho sending of a news
paper to persons who have never
ordered it. From the inquiries
which have reached, us it would
seom that a large number of per
rons in this county have been an
noyed by this form of newspaper
nuisance during the last few
months and they naturally want
to know whether they can be com
pelled to pay for something which
they never ordered and don't want.
Following is the statute referred to:
AN ACT
To Regulate the Voluntary Sending o '
JVcwsfafers and Oiier Publications,
Section 1. That whenever any
person, company or corporation
owning or controling any news
paper or periodical of any kind or
w henever any editor or proprietor
of any such newspaper or periodical
Bhall mail or send any such news
paper or periodical to any person
or persons in this state without
first receiving an order for said
newspaper or periodical from such
person or persons to whom such
newspaper or periodical is mailed
or sent, shall be deemed to be a
gift, and no debt or obligation 6hall
accrue against such person or per
sons, whether 6aid newspaper or
periodical is received by the person
or persons to whom it is sent or not.

The Portland Oregonian ceta
brated its fiftieth anniversary on
the 4th inst. Four pages of the
issue of that day was a fac simile
reproduction of the first issue of
tho paper. The reproduction was
made by the photographing proc
ess and the contrast between. No. 1
and No. 12,473 is decidedly marked.
The Oregonian has advanced from
an insignificant beginning to the
head of the class of. Facific coast
newspapers and its success is large
ly due to the judicious business
management of Mr. H. L Fittock,
who has been connected w'th the
paper, since 1853. It is a great
newspaper, its greatest fault being
a lack of respect for ' the opinions
of those who differ with it on po
litical and other matters. We
wish the big daily a continuation
of its success and trust that it will
remedy this fault during the next
50 years as it has remedied many
other defects during the last fifty.
