THE IRRIGATION PROBLEM.
The action taken by the city
council last week in regard to a rig
i.l enforcement "of the regulation
restricting the use of water fur irri
gation purposes is Said by the An
nex to have "caused a feeling of
lissatisfaction to spring up all over
the city." , '' ''" ""
Why is this.? ' . ., '., '
When the water works were
first " talked ; "of : , the pri
mary - object of the under-'
taking was to furnish protection
against fire and the sale of water to
citizens for, either domestic ase or
irrigation purposes was a seconda
ry consideration ''decided upon by
the council after it was ascertained
that the water supply was sufficient
to afford water for these purposes
without encroaching on the supply
which it was deemed necessary to
keep on hand for protection against
fire. The city entered into an
agreement with all persons desiring
water for irrigation purposes to fur
nish it for ont hour day at a stip
ulated price (112 for the season)
and everybody , in Condon under
stood the conditions of that agree
ment. The city made a mistake
in not providing a penalty for the
breach of that agreemeut by con
sumers, at the time the regulation
was adopted, and it was not until
the contract had been openly, flag
rantly and repeatedly violated and
the efficiency of our fire protection
seriously threatened that they did
take steps to provide a penalty for
offenders.
And now comes our newly fledg
ed "moulder of public opinion" with
a lot of unsolicited advice to the
city council asking them, in effect
to allow this irrigation "ordnance
( srreat euns!) to remain a dead let
ter and to wink at its violation; to
allow customers to pay for the use
of water one hour a day and use it
from three to twelve hours; to jeop
ardize every dollar's worth of
property in the town in order that
a few people may be allowed to do
as they please about sprinkling
their lawns or watering their driv
ing horses. ;
This free advice is followed by
an implied threat that if the city
is not "lenient to its patrons" "a
half-dozen" of them will dig wells
- and put in their own water works.
KuriDose they do. Every citizen
has that privilege and has had it
since Condon was a town. Thecity
can far better afford to lose their
patronage than to retain it at the
cost of an empty tank and no fire
protection.
It looks, in this case, as though
eouie fellow who wants more water
than he is paying for has accepted
the invitation to "dictate what be
wants to see inserted in its
columns."

depression swept down hundred's
of savings banks throughout the
United States, In this city, tor
example, not a savings bank weath
ered the financial tempest. These
failures ; fell -with , crushing force
upon the poor and persons of mod
erate means. They brought desti
tution and despair to many. They
drove men and women to the poor
house and to suicide; and they left
an ugly influence on the moral
force of the nation, because many,
who otherwise would be disposed
to save and invest their earuings,
feel now that self-denial and thrift
have no assurance of reward.
"We may save and pinch for five,
ten or a dozen years," they say,
"only to see our savings swept
awav in the next financial pauio.
We bhall take the good of things as
we no through life.
Postal savings banks are needed
to overcome this dangerous feeling
Deposits in 6uch banks are as safe
as government bonds, and as 6ound
as national bank currency, which
rests upon government bonds. (The
thrifty working men and women
could place their savings therein
with absolute assurance that the
bank would never break, and if
not drawn but by the depositors
themselves, the deposits would be
there in safety, 20 or even 50 years
from now. The system should
carry a provision like that of the
British system, under which a de
positor, upon reaching the maxi
mum of deposits, could, if he de
sired, invest his savings in a gov
ernment bond. .
England was the first countfy to
adopt the postal savings bank. In
1861, largely through the advocacy
of Mr. Gladstone, the bill entitled
"an act to grant additional facili
ties for depositing small savings at
interest with the-security of the
Government for payment thereof,"
became a law Daring the first
year of operation deposits amount
ed to 2,000,000. . In 1896 they
aggregated more than 106,000,000.
Other progressive countries fell
in line, until now the United States,
Germany and Switzerland are the
only enlightened countries without
postal savings banks, and in uer-
manv and Switzerland municipal
and cantonal banks meet, in part,
the deniend for postal savings
banks.
