The appointment of Governor
Lord, of this state, as minister to
Argentina, was confirmed by the
senate on Friday of last week. He
will leave for his post of duty this
week going via New York and Lon
don. He will be accompanied by
his wife and family.
The propositions and plans for
construction of the Pacific cable are
numerous, and various syndicates
are making strong efforts to obtain
control of it. They want the gov
ernment to famish the money or
guarantee bonds, while 8 private
corporation shall have the privilege
of charging what they please and
pocketing the profits, lhis is a
great national enterprise that
should be carried out solely by the
government, which should retain
entire control of the cable, without
entering into any partnership with
individuals or a corporation. Tel

opinion But the battle has been
won by Roberts opponents, who

If, however, Roberts is to be
damned,. Quay, of Pennsylvania,
who is trying to break into the sen
ate, shoata be doubly damned.
Here is a great opportunity for the
senate to score a victory for public
morah that will throw the house
completely in the shade. Like the
case of Roberts, the case of Quay
is one of sentiment as well as of law
and precedent. About the irregu
larity of his credentials there is no
question. His title is not as clear
as that of Roberts. In fact, the
best constitutional lawyers affirm
that bis appointment by Governor
Stone, after the state legislature de
clined to re-elect him, is grossly in
violation of the plain provisions of
both the state and federal constitu
tions, and that he hasn't a legal leg
to stand on.
The rejection of Quay, unlike
that of Roberts, would not be a de
parture from precedents. On the
contrary, it would be in strict con
formity with all senatorial prece
dents, which Mr. Quay himself
helped to establish. . Moreover,
public sentiment is overwhelmingly
against giving Quay a seat in the
senate. It does not require reams
of petitions from the "sensation de
partment" of a yellow journal to
establish that fact
Public sentiment, the law and the
precedents are all against Quay,
His title is challenged by the peo
ple of his own party. Because he
does not happen to be a Mormon
must the United States senate de
cline to score "a great victory for

INDIAN DEPREDATION
CLAIMS.
Senator McBride has introduced
a bill amending the Indian depre
dation act of 1891 by providing that
all claims for property taken, dam
aged or destroyed by any Indian
belonging to tribes i a amity with
the United States, whether individ
uals, bands or tribes, shall be paid
by the United States if the claims
are sufficiently sustained by evi
dence. The claims affected
by this amendment will amount
to something over $40,000,000 and
affect 10.000 claimants, many of
whom are located in Oregon.
OREGON SENATORS ON
COMMITTEES.
The following are the committee
assignments of the Oregon senators:
McBride Coast defense, chairman ;
commerce, Indian depredations
public lands, forest reservations and
the protection of game, interocean
ic canals, Philippines.
Simon Irrigation and reclama
tion of arid lands, chairman; judi
ciary, mines and mining, Revolu
tionary claims, investigate the con
dition of the Potomac river front at
Washington, public buildings and
grounds, investigate trespasses on
Indian lands.
A MORAL QUESTION ALSO.
In deciding the Roberts case the
house went bo far as to ignore a
thoroughly established precedent
in deference to a public sentiment
that was expressed in numerous
petitions and by numerous persons
and associations in and out of
Washington.
Its action was clearly without
technical defense. There was no
allegation of irregularity in Robert's
certfication. The integrity of the
returns upon which he received
his certificate of election was not
impeached. No stigma of fraud or
corruption of the electorate marred
his title. He had a clear majority
over his republican opponent and
was the unmistakable choice of his
party to represent the one congress
tonal district of Utah in congress.
In spite of the regularity of his
credentials, however, the house vot
ed by an overwhelming majority
to reverse its own practice because
it was convinced by a strong and
persistent agitation that this was
the popular thing to do. Whether
public sen timent actually demand
ed that all law and precedent be
set aside to administer a staggering

that I have lost one promissory note
made at Condon, Oregon by George B.
Dnkek on the 22d day ot July 1895 in fa
vor of 8. D. Rice for $700. 00 due on or
before the 1st day ot January 1901 with
interest after date nutil paid at the rate
of ten per cent per annum. Both pnn
cipal and interest payable at Condon,
Oregon in gold coin of the United States
Interest payable annually and in case
suit should be instituted to collect the
said note then the maker agreed to pay
such nam as the court might adjudge
reasonable as attorneys' fees in said suit
or action. This note Is secured by a
mortgage executed July 22d 1S95 on land
in Gilliam county, Oregon, and has nev
er been endorsed or negotiated by me
and I am still the owner of said note and
entitled to all moneys due thereon. All
persons are therefore notified not to ne
gotiate, endorse, buy or sell said note or
to- lend any money on the same.

Rev. Archer, of Fossil, preached here
last Sunday, lie will make a regular
appointment for toe 3rd Knnday in
each month beginning on the New
Year.
LONE ROCK.
The hills are covered with snow a
couple of inches deep but the low ground
is mostly bare. Stockmen have not
commenced feeding their herds yet.
Mrs. H. C. Clark, of this place, is down
sick at Hardman, where Rev. Clark is
holding revival meetings.
The Ralston bankrupt stock invoiced
at about $1,000 and is being sold off as
fast as possible.
N. A. Goodwin moved his family over
to the Dry Fork neighborhood this week
Messrs. Phillips and Crabb, of Lost
Valley were doing business here the
first of the week.
A cavalry horse buyer was to be here
last Friday and the town was full ot war
horses but the buyer failed to come.
The temperance people have scored a
handsome majority over the license peo
ple again and are now preparing for fu
ture campaigns.
