turning volunteers as to give them

chance to spend their money in
Portland.
TOO KI01D CENSORSHIP.
A dispatch from Manila, under
date of July 17th, states that the
newspaper correspondents there,
have at last succeeded in securing
a partial modification of the preva
lent system of press censorship by
which they claim they have been
forced to misrepresent the true con
dition of affairs to the American
public. The correspondents charge
that the censorship was not estab
lished for the purpose of keeping
information from tbe enemy but
for the express purpose of keeping
from the public in this country the
true condition of affairs in the
islands. The statement ot the cor
respondents, which is signed by 11
representatives of prominent New
York and Chicago papers and the
Associated press, is as follows.
"The undersigned, all staff cor
correspondents of American news
papers stationed in Manila, unite in
the following statement: .
"We believe that from official
dispatches made public in Wash
ington, the people of the United
States have not received a correct
impression of the conditions in tbe
Philippines, but that these dia
patcheB have presented an ultra
optimistic view that is not shared
by general officers io the field
We believe that the dispatches in
correctly represent existing con
ditions among the Filipinos in re
spect to dissension and demoraliza
tion resulting from the American
campaign, and to the brigand
character of their army. We be
lieve the dispatches err in the dec
laration 'that the situation is well
in hand' and in the assumption
that the insurrection can be speedi
ly ended without great increase
of force.
We think the tenacity of the
Filipino purpose has been under
estimated and that the statements
are unfounded that the volunteers
are unwilling to engage in further
service. Censorship has
compelled us to participate in this
misrepresentation by exorcising or
altering uncontroverted statements
of the facts on the plea, as General
Otis stated, that they would alarm
the people at home, or have the
people of the United States
by the ears. . Specifications:

A sensation was sprung in Baker
City Saturday afternoon, by the
detailing of some unwritten histo
ry regarding Dewey's actions in
Manila, says tbe Baker Republican.
Mr. A. Mueller, one of the man
agers of the Vancouver, Washing
ton, Hop Gold Beer Company, who
has just returned from a year's
business trip in the Philippines,
spent the day in this city with
friends. Mr. Mueller is wideiy
known as o:ie of Oregon's up-to-date
business men and is a staunch
gold republican. Amongt many
hrilling and interesting incident
with Aguinaldo. He said in part:
I went to Manila before the
war and was there aftr Dewey's
great victory. I bare studied the
situation, saw Dtewey and talked
with those dose to bin. There
was reason for Aguiivaldo's attack
on the American forces and Dewey
did not want to proceed against
him. AgniiiftlJo aued Dewey in
running bis fleet into Manila har
bor, in the dark, through the
Spanish mines, for a consideration,
to which arrangement the govern
ment at Wasnington was a party.
That consideration, or agreement,
was never fulfilled. No reason was
ever given to Dewey or the milita
ry for its non-fulfillment. The war
was carried on against the filipinos
after thev attacked our soldiers
without warning.
"Had Aguinaldo good grounds for
his attack?
"He may have disregarded the
usages of modern war by not giv
ing notice of his intentions, but
there is the firm belief over there
that we did not keep faith with
g
him. Dewey and the military were
not in a position to know, and of
course were not making our policy.
"I voted for McKinley, have
always been a republican and be
lieve in supporting the administra
tion, but think the time is here
when the administration should
rise and explain. The truth will
out on Dewey's return, which be is
prolonging for other than reasons
of health. Doubtless tbe govern
ment had good reasons for its
course, but tbe people should know
what they were. There is only one
thing to do now close the rebel
lion as quietly as possible and
give tbe islands a good government
of some kind.
"Manila is a wonderful city. Tbe
wall around it, built by the Span
ish in 1873-88' is a marvel, 60x40
feet. Three teams can drive
abreast upon its top and the Span
ish live inside of it. It is'protected
by two broad moles with breast
works between and would have
been impregnable but for the long
zunsof our navy. It must have
cost millions of dollars and thous
ands of lives."
PROPHETIC WORDS
Here are a few words from a

accustomed to losing his nerve in
the most trying crisis, tie was

judgement and faith in his country
The conditions which existed at
the time he spoke, exist now, and
in a greater and aggravated degree,

he spoke as if inspired; as if the
clear vision of the ancient, fabled
prophets had been granted him
and this was one of the times

causes me to tremble for the safe
ty of my country. As a result of
the war, corporations have been en
throned, and an era of corruption
in high places will follow, and the
money power of the country will
endeavor to prolong its reign by
working upon the prejudices
of the people until all tbe wealth
is aggregated in a few hands and
the republic . is destroyed. I feel
at this moment more anxiety for
the safety of my country than ever
before, even in the midst of war."

At a result of the late riot in Shoshone
county, Idaho, when tbe Banker Hill &

mite, and two or three men killed, the
sheriff and all three of the couimiwion
era have been removed from office and
trial of tbe rioters is now io progress.
Th end of the trial is not yet in sight.
