H LI A, $ ? 1 II f- " S- a a AV tUttiWI4 '"LSil: THURSDAY, JOH-V 28. 1898- 1HS OFFICIAL PAPER OF GILLIAM COUNTY, OREGON. There peems to-be no doubt but that the sympathies of botk the French ana German government are on the eidoof Spain in the pres ent war. While it is true that they have made no open demonstration nf hostility to the Americans, so fur, Ihey have lost no opportunity cf doing little things to annoy and harass us, apparently in the hope thatresentnientof euch annoyance, on oirr part, would give thciu a pretext for armed intervention. The United States is engaged in the present war for the sake of humanity, and, while we are- not hunting-further troublv from any aource, these insolent Europeans fthoafd b given to understand that we will not run away from it if it is thrust upon us. Let them come out squarely as allies of Spain, champions of Spanish, baseness and treachery, and as the enemies of a nation who&e sword is unsheathed ia defense of the helpless and the oppressed, and we will give them a taste of the same medicine which Itchier ttnl Shafter and Dewey have lately been administering to the Dons. If it's war they want. We might as well accommodate them while we have our hand in. In a lengthy letter to the Fcssil Journal, Representative J. E. David, of Croy, favors an amend ment to the constitution, providing that a. raajority of the members of eactv branch of the legislature shall constitute a quorum, instead of two-thirds of Buch members as is now necessary, and also that the presiding officers and chief clerks nf each house shall be elective offi- ers; to be elected by the people of the state. Mr. David favors these measures on the ground that if they were enacted into laws they would make future legislative hold ups impossible, and after the expe rience of two years ago it would eeiur that the people should im press upon the minds of their rep- re&entatives and senators-elect that there is urgent need of something being done along these lines. The farmers are busy getting ready to take care of their immense harvest, and machine extras are io big demand. In a section so remote from the factories and the railroad as this, much annoyance and loss ia occasioned by the dif ficulty always experienced in get ting repairs for farm machinery. If the farmers could only find some make of machines that would give general satisfaction and all use one make, the merchants could afford to carry a full stock of extras, and much time and grain could be B&ved daring the busy season. The shrewd and skillful from the beginning of time have, as un der the present system of taxation. thrown the burden of government on the shoulders of the dull and patient The same is true with the war taxes. Those who are abundantly able to pay them are evading them, while many, least able to pay them, are paying a double share in consequence. East Oregoman. War Taxes.
