THE WATER WORKS.
A peculiar condition appears to
fXiBt in Condon, at the . present
time, in regard to the proposition of
putting in water works and furnish
ing some sort of adequate fire pro
U'ction for the town.
The writer has taken some trouble
lately in interviewing representa
tive citizens as to their views on
the matter, and has found the
oninion to be universal that the
town should have some protection
against fire. Since the , recent de
structive fire at Antelope the ex
pression that "Condon will go the
name- way some of these days" has
been, most common, and can be

inent issue of the late city cam
paign was, if we understood it a

and there seems to be ho division

that "the town should by all means

Thv trouble with the council seems
to be in regard to the best method
to be pursued to accomplish the
much desired end. and so long as
they continue to be thus divided m
regard to details it is likely that
the same amount of progress will
be made as has been made in the
pavf, and Condon's water works
will continue to be in the dimly.

opinion is by no means confined to
members ot tbe council, but is
shared in by private citizens to
such an extent that, while everv
body wants water works, or some
other means of protecting their
property against fire, it is possible
that if the council were to agree on
any particular method of furnish
ing such protection and submit

sufficient amount of opposition
would be developed to defeat the
measure. The latest phase of the
nseiiesn to present itself is an
inquiry from private individual,
whose business is the construction
and main ta.i nance of water works
systems, and the sale of water to
municipalities and individuals, in
regard to putting in a private
system of water works, but
wfceih.ee this will ultimately a
amount to any more than the local
agitation has done, remains to be
eew.
The Globe is not disposed to
criticise or find fault with either
the council or the citizens on this
matter. We recognize the fact
that every man has the same right
to his opinion about water works
that he has to bis opinion about
the tariff, the money question, or
the annexation of the Philippine
islands; but it does seem too bad
that in a little town like Condon
with not to exceed 50 voters, we
cannot agree long enough to swore
a public service that everybody
wants, when tbe entire nation,
with 15,000.000 votes, can manage
to agree in every'1' campaign on
certain distinct propositions that
only about one-half the people are
in favor of.
The writer does not claim to
know much about water works, so
for as the details of their construc
tion is concerned. We do not know
whether the water supply can best
be drawn from the Main street
spring or from wells to be sunk
near the school house. Neither do
we know whether gasoline, steam,
wind or cayuses would furnish the
most satisfactory and economical
power. We do know, however,
that in case of a fire starting and
getting under good headway, a
supply of water and an 'adequate
fire apparatus would be mighty
handy things to have in town and
would probably be the means of
caving thousands of dollars worth
of property.
We all have our own ideas abont
bow the work can best be dune,
bat, as a matter of fact, there is
perhaps not a man in town who is
absolutely certain that his plan
would stand the test of an actual
demonstration much less the plan
of any of his neighbors and, such
being the case, the Globe begs
leave to make the following sug
gestion: Let tbe city council se
cure the service of some competent
civil engineer, or other person, who
is thoroughly posted in regard to
water works, bring him here, re
quire him to look over the situation
and examine into tbe conditions
thoroughly, and then, in a report
to thecouncil, recommend the most
practical plan by which the town
can be supplied with water, with
an estimate of the. cost of the pro
posed plant. eubmi( the matter to
the people to be voted on and let
I them either accept or reject it.
This plan would cost the city a
few dollars, but it would be money
well exuended. We would have
the benefit of "the experience of
other towns, as well an the knowl
edge of a man who bad made a
study of such work, and it would
be infinitely easier for us to agree
to the recommendations of a man
whom we believed understood his
business than it is to cotneide with
the views of some neighbor who,
we perhaps think, knows lens about
water works than we do ourselves.

Such remarks are really scanda
lous. It's a wonder the Oregon
boys didn't 'pi' that editor's form,
'slug' the 'devil' at the butt of the
ear with one of thoir 'shooting
sticks' and smash the office towel
into smithereens on the ink table.
Perhaps all that saved the shop
was the coarse work of the proof
reader, which rendered the item
almost unintelligible.
It's no wonder the Spaniards are
in a baa wav. Dewey "done
them, Sehlev slew them and Shaf-
ter sat down npon them with all of
his olO pounds, avoirdupois.
