THE OFFICIAL PAPER OF GILLIAM
COUNTY, OREGON.
Spain's armies are said to num
ber 3GG.000 men. of whom 200,000
are destributed throughout Cuba,
eleven military expeditions having
been sent to the Island during the
present insurrection. The home
army consists of 129,000 men un
der arms, 31,000 troops are in the
Philippines, and 6,000 in Porto
Rico. It is a mystery how Spain
can expect to support this large
army and carry on two distaut
foreigu wars at an expense of over
$17,000,000 every month, with an
empty treasury, but Spanish pride
ignores all considerations except
the obstinate purpose ( to maintain
itself. Spain has a total popula
tion of 18,000,000, of whom 6,104,
470 can read and write. There
are 90,000 professional beggars,
64,000 prisoners, 97,257 public office
holders, 43,528 priests and friars,
28,519 nuns. The population' of
Cuba is about 1,700,000, The Cu
ban leaders claim they now have
65,000 men in the field and could
have a great many more if they
were able to arm them. Many of
them have no weapons but ma
chetes a large, heavy knife used
in cane-culture. The Cubans have
do navy.
New York Express: That "Un
cle Sam is rich enough to give us
all a farm" is scarcely less true to
day than it was when the song was
first sung. He still owns more
than 600,000,000 acres of vacant
land, not counting Alaska, with its
369.000,000 acres, s and there is a
great deal of this vast area that
would yield first rate crops if prop
erly cultivated. It is too bad that
the timid patriots who stood on
street corners during the recent
campaign trembling in terror of
the awful "money power" it is too
bad that these timid patriots don't
go west and tickle this free soil un
til it chuckles with a harvest.
As to the total amount of live
stock owned in the several coun
ties, or listed for taxation by the
assessors. Crook county is first in
number, with 275.141; Grant coun
ty second, with 189,162; Umatilla
third, with 184,635, Morrow fourth
with 136,930; Gilliam fifth, with
122,022, and Wasco sixth, with
106,787. Harney county leads in
cattle, with 54,660; Crook - second
with 30,414; and Lake third, with
25,412. Umatilla has 12,413 horses,
Crook, 11,119; Malheur, 9506, and
Harney 9105. Douglas has 9777
hogs, while Grant has only 338.
When the state levy for 1896 for
4.8 mills was made last January it
was generally understood that the
levy for 1897 would be at least one
mill lighter, but since the tax rolls
have all been made up and proba
ble estimates of state expenses for
the next year have been taken into
consideration, it is given out from
Salem that a larger levy will have
to be made on this year's assess
ment. And so the hopes of the
people for relief from the burdens
of high taxation are to be blighted,
to some extent, unless the county
levy is lower than heretofore.
A Salt Lake City man is an en
thusiastic believer in the transmu
tation of silver into gold. He says
that 'l has certainly been establish
ed that gold and silver are merely
the effects of electrical vibrations,
the difference in the vibrations
making the difference in the met
als, and the difference can be made
up by science at an immense profit.
If this theory should prove to he
correct the silver mine owner will
be able to dispose of their product
at a better ratio than 16 to 1.
The Lodge bill has passed the
U. 8. senate. It will prevent the
immigration of illiterate foreigners.
An educational test is required.
Aliens muwt be able to read and
write our constitution in their lan
guage. Cubans excepted.

Senator Mitchell's bill providing
for the election of United States
senators by direct vote of the peo
ple is meeting strong opposition in
the senate. There is no good rea
son why this bill should not be
come a law, but many obvious
reasons why it should be adopted
in place of the present expensive
and notoriously unsatisfactory
method. The senators who assail
the bill show by their opposition
to it that they dare not go before
the people for election.
A person who spits on a street
in Boston is liable to a fine of $100.
A "wild man from the West" re
cently violated the law governing
this matter and was arrested, and
when fined offered $200 in pay
ment. The extra hundred was at
once returned but stubbornly re
fused. When questioned as to this
generosity on his part, he said:
"Well, you had better credit me
with the amount, as I may want
to sneeze or blow my nose before I
leave town."
The local paper is supposed to
piint all the home news, but if
they printed all the drunken
scraps, family rackets, etc, what a
howl there would be. You never
know the true value of the home
paper until you want something
kept out of its columns then the
editor is the best fellow iu town.

A young man over near Heppner
last week was eutrusted with the
money to bring home a good fami
ly sewing machine. The hopeful
son carried off a neighbor's daught
er, married her and brought her
home, declaring that she was the
best family sewing machine that
he could procure.
A Portland thief was captured
last week because he could not re
move his hand quickly enough from
his victim's pocket owing to the
size of the roll of bills he was try
ing to steal. We would advise our
readers to carry big rolls of bills
hereafter and thus aid in capturing
pickpockets. '
The Salem Statesman very sensi
bly says that if Oregonians want
to become prosperous they must
quit buying eggs, hams, bacon,
lard, sugar, fruits, vegetables all
the things we can raise or make at
homein other states or from for
eigu lands.
The First National Bank of
Goldendale, organized in 1889, sus
pended last week. The banking
business will be continued by J. G.
Mad dock, with the First bank of
Goldendale. a private institution.
A short time since a Mr. Nott of
Portland was tried for a violation
of the law. The verdict was: "We
find the defendant Nott guilty."

to sentence him or not.
Russia proposes now to take an
official census. It has been forty
years since Russia took a census.
Her population is about equal to
that of the United States 70,000.-

Three banks in Pennsylvania,
seven in Illinois, three in Minne
sota and three in Virginia have
been overpowered by the prosperity
wave during the past week, and
closed their doors against deposi
tors. It is cheerful to discover from
the annual report of Secretary of
Agriculture Motton that 72 per
cent of the farmers of the United
States are free from mortgage.
It is said the supply of coal will
last the world only about seven
thousand years. We would there
fore advise our readers to lay in a
large supply at once.
The Vermont legislature has
just passed a law for wide wagon
tires and Oregon will probably pass
one the coming session, says the
Oregonian.
