WAR A UVILJZER.
The tendency of all civilized na
tious during the past few decades
has been toward encouraging peace
and settle international disputes
by arbitration; but the tendency
has not yet met with universal
approval. It is urged that war is
the great civilizing agent; that it
invites noble deeds; draws people
closer together; creates a love of
country; encourges advancement
in science and art, and prevents a
people from relaxing into a state of
effeminacy. Judging from the his
tory of nations, it would seem that
there is foundation for this belief.
Greece and Rome were most pros
perous and made the most rapid
strides in advancement while their
people were aggressive and war
like. The later European nations
made more rapid advancement
when engaged in foreign wars than
they have during the times of
peace. America is no exception to
the rule, and there are many today
who urge that war with some for
eign power would be more benefi
cial than-- detri uefi talr -Amon g
thoBe"who hold this view is W. H.
Henrichaen, , secretary of state of
Illinois. In a recent interview re
garding the possibility of a war
with England, be said:
"I don't know much about the
question in dispute, but I have al
ways thought our country ought to
assert herself as the protector of all
the American republics against
European aggression. For thirty
. years our foreign policy has been
pusillanimous, and the only pro
tection an American had abroad
was by claiming to be an English
man. Whatever may be Cleve
land's motive in assuming hit po
sition,! think he is right, and the
great mass of the people, while car
ing little about the particular point
in dispute, will sustain him. A
war with England would be a very
good thing. Our country needs a
war about once every generation.
It serves to keep alive and intensi
fy the American spirit, opens a field
for the expenditure of a good deal
of surplus energy, enthusiasm and
patriotism; gives employment to a
large number of people who would
rather fight than work, and dead
ens the bitterness between political
parties. Of the thousands of for
eigners who land on our shores
every year a large proportion set
tle in communities by themselves,
retaining their national customs,
habits and prejudices. They are
in many respects foreigners always.
A war requiring the services of a
large number of men would draw
many into the army. . A year of
fighting and marching under the
American flag and in support of
American institutions would do
more to Americanize these people
than 20 years of peaceful residence,
isolated from the American popu
lace. A war with England would
teach us to depend upon ourselves
instead of upon English bankers
for a financial system. It would
prove the death of Anglo-maniacs
of this country; would paralyze
the A. P, A.; would put an end to
all foreign-American political socie
ties, and would in short, American
ize the American people."
John W. Lewis, a former register of
The Dalles land office, bits the nail on
the head as follows: The men who
wore the gray remember, and have
taught their sons to know and remem
ber too, that it was England who en
couraged them to rebel; England's
promises of assistance on which they re
lied, and that it was England who fail
ed them In the hour of need. I not on
ly believe in the Monroe doctrine as
generally understood, but I believe also
in its expansion. This government
should never rest on that subject until
every foot of land in both North and
South America is forever freed from
ownership or occupancy by any power
not American.
The supreme court of Washing
ton has issued an order restraining
the county judge, auditor, . clerk
and sheriff of Pierce county from
calling a jury to try criminal cases
awaiting trial. The reason is that
the county being beyond the legal
debt limit cannot create new obli
gations. This may result in a gen
eral jail delivery, as the state law
says the prisoners must be tried
within 60 days after filing informa
tion against them.
As a matter of fact, the English posi
tion ill Venezala is growing weaker and
weaker every day. There i accumula
ting evidence . that they have put for
ward an arrogant and iinjiint claim.
One of the leading London papers, the
'uronicie, has already thrown up the
l.ionge and admits Unit England is
claiming a country in which she has no

pointed agent of said mortgagee for
such purposes, have taken possession
of all the property in said mortgage
described and mortgaged, the condi
tions of said mortgage , having been
broken, and have taken possession in
accordance with the. terms of said
mortgage, and in pursuance of the
terms of foreclosure la said mortgage
set forth, I will on
Monday, January 27, 1896,
at 2 o'clock p. m. of that day, at the
warehouse wherein said property is
stored, in the town of Adams, in
Umatilla county, Oregon, sell to the
highest bidder for cash in hand, all
of the above described mortgaged
property, or sufficient thereof to sat
isfy the amount due upon said notes
by said mortgage secured, with inter
est, costs and expenses of said sale.
