was buried in due form after an ambu
lance surgeon had done his best and the
coroner's physician had made a com
plete investigation and autopsy.
It isn't only children who make these
blunders. Doctors will tell yon that they

Metal Railroad Tie.
A protest against the denudation of
forests in order to secure material for
railroad ties is made in a report issued
by the agricultural department at Wash
ington on the nse of metal railroad ties
and preservative processes and metal tie
plates for wooden ties. It shows tbat
about 20 per cent of the railroad mile
age of the world, outside of the United
States and Canada, is laid on metal In
the United States little practical prog
ress in metal ties is reported. The pro
portion of track laid with metal ties to
the total length of railways throughout
the world has increased from 7 per cent
in 1890 to 10 per cent in 1894. Rail

The telegraph service of Great Britain
is undoubtedly quioker, more reliable
and cheaper than that ot the United
States. I make this statement after
proper allowance of the differences in
distances. It costs 13). cents for 13
words and 1 cent for every additional
word. This for Great Britain and Ire
land a uniform rate.
It works admirably, as nearly all the
postofnees are also telegraph offices. As
a rale, the people are civil ana obliging,
and tbe delivery of messages more
prompt than with us. ,
These postoffioes, which include, as a
tale, news stands ana stationers' shops,
are scattered all over theoity, especial
ly in London, and one has no snob trou
ble in Retting postoffloe orders, postal
notes, stamps, eta., as Is too often the
case in New York. .,- I -
, Another great advantage of the Brit
ish system is that there is no such thing
as sending messages "collect " Yon can
prepay an answer to a telegram, and tbe
boy brings up a blank with tbe telegram
when an answer has been paid for.
Again, if yon write to any one and
want a telegraphio reply, merely inclose
a blank with sixpenny postage stamps
affixed. This saves the troublo of trans
mitting money or imposing on a friend
for reply.
At one of the big city dinners a few
weeks ago I sat opposite W. H. Preece,
C B., the engineer in obief and elec
trician of British Telegraphio Wonder
land, fie was greatly interested in the
fact that we counted the population by
the means of electricity, and of course
knew exactly how it was done.
The increase in 25 years of messages
alone from 6,800,000, when three pri
vate companies controlled the business,
to 70, 000,000 messages in 1894, tells its
own story. That tbe number of offices
has increased threefold, now.nunrbering
9,000, and tbe miles of wire have in
creased from 60,000 to 300,000 surely
this indicates that the publio are well
and cheaply served ' . . .
Financially the telegraph department
is today paying expenses, bat not the In
terest on tbe money invested. ' it .is
claimed, however, that the division of
expenses between tbe pos(otSce -.branch
and tbe telegraph branch was of. such
an artificial character that the two serv
ices should be looked at together finan
cially. This would show a net annual
surplus of from $13, 750,000 to $15,000,
000 a Very handsome addition to the
public revenues.
A uniform telegraph service, say, of
25 cents per message, is no more, in this
advanced day of electrical appliances,
than a uniform . 3 cent letter rate was

Many curious customs are in vogue
among tbe foreign population of north
era Michigan, especially in social mat
ters. When a French couple get mar
ried, a carriage or a'Sloigh ride ia in
evitable, according to the season of tho
year. The couples are not packed to
gether in one wagon or sloigb, but eacn
fellow and bis girl have an individual
rig, tbe bride and groom taking the lead
and the others following like a funeral
procession, but there is nothing funereal
about it, especially the pace set After
the procession has been riding for hours,
a dance ends the festivities.
The Folanders have a curious wed
dine custom tbat is very ingenious as a
money setter, and takes the place of
wedding presents. After the wedding
feast follows a dance that sometimes
lasts 13 to 14 hours, and even longer...
Tha chief honor is to dance with tbe
bride, and this is decided in a curious
manner. The mother of tbe bride takes,
her place in one corner with a plafe in
ber lap, which she takes very good care
shall be built after tbe plan of an eat
ing house coffee cup. The gallant who
wants to dance with the bride, and all
are in honor bound to do so at least
once, must pull out a piece of silver and
endeavor to chip or break the plate by
throwing their money upon it, and only
those who succeed in chipping or break
ing the plate are allowed tbe coveted
honor. Let those who think it easy to
break an ironstone plate try it Few
succeed in doing it for less than 60
cents, and it is not an unusual thing for
tbe bride's money to amount up to f 75
or $100, even where the crowd is ap
parently as poor as a church mouse, and
it may go even higher when tbe bride is
pretty and popular. All the money goes
to tbe bride, and in a backwoods conn
try $50 to $75 will start a bappy couple

1875, he originated a plan by which any
man In Brooklyn who wanted work could
set It. During the Garflold campaign in
1880, when Seth Low was 80 years old, he
was tho foremost Republican In Brooklyn,

Tbe selection of Mr. Low as Columbia's
president five years ago was somewhat of
a departure from tbe ordinary course in
making choice of tho head of a great edu
cational Institution. He had always been
understood to be a man of culture and of
wide Information, but he had never been
regarded as a scholar or a student in the
strict acceptance of those terms. He bad
rather boon looked upon chiefly as a busi
ness man, a man of aualrs, who, In addi
tion to his exceptional executive ability,
possessed political genius of no ordinary
sort, and whoa he was elected mayor of
Brooklyn it was confidently predicted by
his friends and feared by his enemies that
be would be tbe next governor of the Em
pire State. There is reason to believe that
be, too, thought that sequel a not unlikely
one, but in 1883, when, as ts claimed by
his principal supporters, ho might have
secured tbe Republican nomination for the
office of New York's chief magistrate, be
declared, on tho ground that he did not
agree with the party's national platform,
that he could accept no such nomination.
'For a couple of years after tbat be was
comparatively lost sight of, but since bis
election as president of Columbia he baa
been very much In evidence, and his per
formance of tbe duties he then assumed
has more than satisfied tbe authorities of
the college that they chose wisely In call
ing a thorough man of affairs to the place.
- When President low assumoa tne cnair,
he announced that In future he should de
vote himself heart and soul and without
-reservation to the conduct of Columbia's
affairs. One does not need to be well in
formed to understand tbat perfect fulfill
inent of tbe duties Involved would require
most of tbe time and energy of any man,
np matter how liberally endowed with
mental ability or what is known as genms
for. hard work. In the main President Low
has carried out his expressed intention.
Society has seen little of bim. To the pub
lio at large be has not often been visible,
and be kept out of politics until the open
ing of lost fall s campaign lor the purifica
tion of New York's municipal government.
Then be was made a member of the com
mittee of seventy, and as such did excellent
service. There was some talk about mar
lng him the reform candidate for mayor,
but he frowned it down, although during
tbe campaign be devoted much time to the
furtherance of the election of Mayor
Strong.
Personally Soth Low is a pleasant man
to meet. Ho 1 of medium height, rather
stout, with sincere dark eyes and dark
thick hair and mustache. His features
are not regular, but rather inclined to
what may be termed tbe aggressive type,
tbe contour of his face being such as at first
to suggest tbat he might be somewhat un
pleasantly so. He Is, however, an excel
lently poised man. and while he can un
doubtedly make himself extremoly un
pleasant to one who deserves unpleasant
treatment his aggressiveness Is of the sort
that men generally applaud. His address
is winning. On the platform he speaks In
a forcible, convincing and earnest manner.
He has not the torrentlike vocabulary of
Bourko Cockran, tbe cold and classic elo
quence that was Boscoe Conkling's, the
fiery intensity that was James O. Blaine's
or the peculiar charm ot Colonel Bob In-
gersoll, but he always knows what he
wishes to express when be speaks, and be
always expresses it in a fashion that ts
simple, direct and extremely lucid without
in any sense being dull or commonplace
As an educator he is an advocate of tbe
methods ot today. It is not his potion that
a young man may properly be fitted for a
successful life by loading his mind up with
certain kinds of Information without refer
ence to any special bent the young man
may possess. His plan Is todlfJovcr, so
far as Is possiblo for a teacher to do so,
wbat Is the young man's bent, and then
furnish hint with the training oad Infor
mation that will best enable bim to do
himself full justice in the battle of Ufa
after leaving the preoiooUef the college.
