THE OFFICIAL PAPER OF GILLIAM COUNTY, OREGON. There can be no doubt that Ire land is seriously threatened with civil war. As the prospects for the Home Rule bill in the House of Commons become brighter, the feel ing aroused among the Orangemen in Ulster becomes more bitter. However preposterous it may seem there is a widespread determina tion among the Orangemen to re sist by force the establishment of Home Rule for Ireland. At a re cent meeting held at Belfast, at tended by 5,000 persons, the pre siding officer announced that there were 100,000 Orangemen prepared to resist to the death the enforce ment of the Home Rule bill in Ul ster. Only the most thorough and stringent precautions, it is certain, will be able to prevent bloodshed and possibly a general uprising, That the efforts of the enemies of Home Rule will prove futile is a foregone conclusion. They will only bring shame, sorrow and suffering upon the Emerald Isle. Saturday last was a great day for Washington, D. C. About 500, 000 people were present to witness the inaugural ceremonies. With 30 a-breast, the marching proces sion was ten miles in length. The grandest and most beautiful sight of all was the 5000 "Tammanv Braves," none of them less than six feet in bight, all dressed alike with magnificent uniforms and bright tiger-head badges. Never before in the history of the world was there such enthusiasm and magnificence displayed at an inau gural ceremony. Seats at windows on the principal street, offering the best view sold at fabulous prices, Borne as high as 1500 for the day. Over 12,000 people participated in the inaugural ball. According to a new law which goes into effect on May 21st, the county courts of the several coun ties of the state will hereafter be required to make a levy, at the same time they levy other taxes, of a tax upon all taxable property in their counties, for school purposes. The levy is to be made upon the per capita as Bhown by the last preceding school census. The tax thus levied is to be collected in the santy manner, at the same time and by the same officers that other tax es are collected. Another law pass ed effecting the schools provides that the clerk of the district shall collect the school taxes. The Portland Welcome looks at it thusly: "'The repeal of the in debtedness clause subjects to as sessment nearly $17,000,000 worth of property owned yVmllionaires and heretofore non-assessable. This enormous sum, even at two per cent, will furnish $240,000 annual ly. In the past people of Multno mah COUnty have been robbed of 1 1 this amount, but now the capital iets will have to pay for protection like common people." And lt is true of Multnomah is true, pro portionately, in every county of Oregon, From all indications we can gath er, the new tax law will add nearly 50 per cent to the valuatipn;' of the property of this state. If the law were enforced to the letter it would aUa tUU per Cent, and we WOUld have a state valuation of $600,000, 000 in place of a -little over $200,- , 000,000. -' If the valuation is in creased 50 per cent the first year there will be' no occasion to increase the .state tax levy at all, and yet meet all the appropriations of this legislature. Under the new law the county clerks and sheriffs of Grant and Crook are to receive for their servi ces an additional compensation of S.A per cent, except in the case of tax collections made by Grant's f?i-ru?, By Dodson's bill, Baker, Union, 'Jackson. Lake, Umatilla, Vr ; n '-d Klumaih are now ex- The salary bill, which passed the legislature and is now a law, will give our sheriff and clerk each $2, 400 a year, the county paying for the deputy hire. This does not ap ply to the terms of present officials, but they would certainly be pleased if it did. Take the Btate over, it will not work any saving over the present arrangement. Heppner Uazette. . Under the new law the salaries of the county treasurers of Eastern Oregon counties will be as follows: Baker, $600; Crook, $400; Gilliam, $2.50; Grant, $600; Harney, $500; Malheur, $400; Morrow, $500; Sherman, $100; Umatilla, $800; Union, $700; Wasco, 500. Mr. Stevenson will have one great honor. He is the first vice-presi-dent in 36 years to preside over a senate controlled by his own party. John C. Breokenridge was the last democrat to have that privilege. The present county court of Ma rion county refuses the sheriff post age to answer tax inquiries, as other county courts have done, a fact which creates no small distur bance down there. The governors of a number of the Southern states are to meet in Rich mond in May and plan to attract home-seekers and capital to their respective states. A law is in effect to make it a penitentiary offense to tear up or obsttuct railway tracks so as to en dangar any train or lives of passen gers. .
