THE CRIME HABIT.
From the statistics of homicide
given in the census bulletiu. there
has been more or less speculation
as to the causes of crime. It is
shown that ignorance, lack of
knowledge of a trade or business,
idleness and intemperance, usually
credited with being the four great
causes of crime, are relieved of this
responsibility by the statistics,
which show that 66.56 per cent
could read and write, 82.21 per
cent were emyloyed,and only 19.87
per cent were drunkards, says the
Oregoman. The statistics of murder
are less valuable as an indication of
the cause of crime than is usually
supposed. In the first place, hom
icide is not the kind of crime that
should be studied if one is seeking
information . about the criminal
.classes. Every keeper of a peni
tentiary will say that murderers
are the best class of prisoners he
has. The commission, of murder is
no sign of criminal habits or in
stinct. It is generally the result of
special v causes. Occasionally, of
course, J' murder is committed
in the course of perpetrating
6ome other crime, such as burglary
or highway robbery, and the mur
derer my then properly be assigned
to the habitually criminal class;
but nine-tenths of the murders
committed are special deeds whose
perpetrators do not belong in the
ranks of the habitually criminal.
For this reason statistics of homi
cide are not valuable in determin
ing the causes of crime.
It may be said, as well, that the
penitentiary is not by any means
so good a place for the study of
crime and its causes as the police
court. The statistics of the Oregon
penitentiary for the last three
months of 1891 are typical, and
poiut to conclusions as plainly as
though for a longer period. ' Dur
ing that time 77 were commited
from the various counties of the
Btate. Of these, 67 could read and
write English, 2 could read and
write their own language, but not
. English, and only 4 could not read
or write at all. Of the character
of crimes they committed, 10 were
crimes against the persDn, such as
murder, assault, rape, etc., and 67
were crimes against property, 37
being for grand larceny. It is
crimes against property that are
committed by the habitually crim
inal class, and statistics of such
crimes are far more valuable
than those of homicides, Only 18
of the 77 were registered as hard
drinkers and one as a morphine
fiend. Eighteen were recorded as
having a special trade or occupa
tion, : Religious faith is recorded
as 16 Catholics, 24 Protestants, one
Confucian, and 36 with no creed at
all, between 65 single and 12 mar
ried. These figures are practically val
ueless as giving any indication of
the causes of the commission of
crime. The religious test shows
about half and half between
those that claimed to adhere to
some religious faith and those that
did not. : Ihe statistics of intem
perance, as taken, mean but little.
Eighteen out of 77 were hard drink
ers, but it is the common experi
ence that the influence of intem
perance upon crime is not confined
to drunkards. The labor figures
mean little, since men lie about
each matters, and all who did not
give a special occupation were class
ed as laborers. The fact; that 65 of
the 77 were unmarried is quite sig
nificant. It is directly in line of
common observation that it is not
good for man to be alone. The
young man who assumes the re
sponsibility of a family und feels
that he has an object in life, that
others are depending upon him,
and that some one loves him and
respects him, rarely finds his way
within prison walls. That experi
ence is reserved for the young man
who shirks his responsibility as a
Member of society, and prefers to
have a "good time" and to go it

That this is
the dividing line is shown also by
the fact that a large majority aw;
men below the age of aU, and that
nearly all of them have a fair edu
cation. It is not ignorance that
has led them into crime, nor is it
drunkenness, nor is it lack of relig
ious teaching. Ignorance and
drunkenness get into the police
court and the bridewell; intelli
gence goes to the penitentiary. In
temperance is a feature, but not
necessarily a cause, of higher crime.
The fast life an unmarried man is
tempted to lead, which life passes
down through wine, women and
Bong to the commission of some
crime against property, leading to
the door of the penitentiary, is
nearer a universal cause of crime of
the legally grave sort than the oth
er. Larceny, forgery and embez-
lement are the crimes that fill pen
j itentiaries, and they are committed
in an overwhelming proportion by
young, fairly educated, unmarried
men. On this point the statistics
do not lie. This does not mean
that all are clerks or professional
men. On the contrary, a large pro
portion are men whose employment
is some form of manual labor, but
who prefer to have a good time
o
nights and Sundays to supporting
a wife and children, and gradually
find their good time costs more
than they can pay, and are led to
add to their income to some form
of larceny.
If one wants to see how igno
rance, intemperance, idleness and

should go to the police courts.
There, he will see vice and the ha
bitually criminal classes. For Ev
ery person sent to the Oregon pen
itentiary the police court of Port
land has before it a score, aud this
is true of ajl cities, the larger
the city the worse being the

tering sore of crime and vice. It is
this that society is anxious to be

high-school of crime, but in the po
lice court, the primary and gram
mar school, that one may observe
the effect of ignorance, intemper
ance and idleness. Here one of the
