In the restriction of immigrants
to our shores there should be dis
crimination in favor of the indus
trious and honest home-seekers.
There are classes of foreigners who
come to our shores who become
good citizens, and who by habit of
etrict economy soon secure a com
petence, even if they are penniless
when they arrive. We have known
vast regions in the East which for
eigners have made productive, and
which our people considered worth
leas. The same will be true of Or
egon, and there are forest lands on
the bleak mountain sides, out of
which the hardy foreigner could
make attractive farms if they had
the opportunity. Inured to an in
hospitable climate, these hardy
pons of toil are accustomed to fell
giant forests, and to draw from a
reluctant soil not only a suste
nance, but an abundance. Of what
ever race, the honest and industri
ous, who believe in the dignity of
labor, should receive the hand of
welcome; while the indolent and
vicious, of all races or nationality,
should be taught the fact that free
institutions will not prosper under
their influence, and that America
offers no asylum from outraged jus
tice. The school population of Oregon
shows satisfactory ' increase, there
being 6148 more children of school
age in the state than last year. Of
these there is an excess of 2556
boy 8. The total number of school
children this year is 111,770. In
Washington, 100,196. Excess in
Oregon, 11,574. Washington has
iiever thrown as many votes as Or
egon by over 14,000. Now we have
this phenomenon, that though
Washington falls so much behind
Oregon in the number of her voters
and her school children, yet the
census of 1890 gave her 36,000 more
inhabitants. That census was a
fraud. Probably the real fact is
that Washington's census was over
taken and Oregon's was under-taken.
At any rate, the infallible
register of voters and school chil
dren shows that Oregon has in fact
the larger population.
The Secretary of State informs us
that a settlement has been reached
between the United States and
Chili as to the indemnity to be paid
by the latter on account of the as
eault on the crew of the cruiser Bal
timore. $75,000 in gold will be
distributed among the families of
the two men : who lost their lives,
and to the surviving members of
the crew who were Wounded. There
is a good deal of difference between
this sum and the amount originally
claimed on their behalf; but it will
be conceded that the amount is a

ers, but neither was it one in which
our government could have been a
.party to an exorbitant demand.
, Absolute prohibition of tabacco in all

effect a few weeks ago, and is termed
the Cigarette Act. But it is not proper
ly named, since it is aimed against te
lccoin every form. All persons in
Canada under 18 years of age are now
prohibited from buying, nsitiu, or hav
ing tobacco in their possession, and
those who sell or give it to tbetn will be
liable to heavy fines. What a blessing
k would be if we had such a law in this
country.
