In the Senate the other day Stewart offered as a substitute for his free coin age bill one providing that the owner of silver bullion may deposit the same at any mint of the United States, to be coined for his benefit, the coins to be legal tender for all debts .and dues. Foreign silver, coin or bullion, is ex cluded, and the silver act of 1890 repealed.
