HOW TO VOTE,
We re-print this week section 59
of the Australian ballot law of Or
egon. There seems te be some con
fusion as to the way this thing is
to be done. Some insist that it is
necessary to mark with a cross the
name of the person voted for. They
hare the Washington law mixed
with the Oregon law. The Oregon
law simply compels you to scratch
out the name you do not wish to
vote for. '
Sec. 59. On receipt of his white
ballot, as aforesaid, the elector shall
forthwith, and without leaving the
enclosed space, retire alone to one
of the compartments or places pro-
Tided, and shall there prepare his
ballot by cancelling, crossing or
marking out the names of the can
didates he does not wish to vote
for, which shall be done with an in-
dellible copying pencil, to be fur
nished, for the purpose, or by
scratching with pen and ink for
each office to be filled for which he
is qualified to vote, and if necessary
he may write into the blank space
provided therefor the name of the
person of his choice for each of any
auch office; and, in case of a ques
tion submitted to the vote" of the
people, by cancelling, crossing, or
scratching out the answer he does
not wish to make or give. Before
leaving the compartment or place
provided, the elector shall fold his
ballot so that the face thereof shall
be concealed, without displaying
the bollot or informing any person
how he prepared it; and he shall
fold the ballot so that the initials
of the first clerk may be seen on
the back of the ballot, and so that
the remaining stub may be readily
torn off, without exposing the con
tents of the ballot or the marks or
crosses thereon. He shall then de
liver the ballot to the chairman
and state his name and residence.
The president has signed the Chi
nese exclusion act, recently passed
by congress. Had it not been done
immediately some of the provis
ions of the law, preventing China
men from flooding the country,
would have expired before the bill
became a law. The exclusion of
the Chinese is in the interest of the
wage earner. It is but just and
right that the latter are protected.

adverse criticism from whatever
party. Our acquaintance with him
has been of the briefest nature, but
there are nobilities of nature so far
above par that they are felt at
sight and call for no subtle investi
gation of character. The candidate
that can offer himself to the public
and approach the eve of the ballot
box, drawing forth no aspersions of
character, deserves as unpartisan
support at the polls as fais own iib
eral nature has been unpartisan.
We cannot help feeling that the
Seventh judical district needs Judge
Bradshaw far more than he needs
or cares for the position. Whom
everybody likes can scarcely fail in
