AMERICAN SHOT
BY MEXICANS
Federal Soldiers Arrest Inspec
tor in Juarez.
Shot in Back, In Accordance With
Notorious Mexican "Fugitive
Law" for Prisoners.
El Paso, Tex. Charles B. Dixon, of
San Diego, United States Immigra
tion inspector, was shot in the back by
Mexican federal soldiers at Juarez
Sunday. The soldiers are said to have
invoked the notorious "ley fuga," or
fugitive, law. Dixon was seriously
wounded and is likely to die.
Dixon was in Juarez on official bus
iness, when he was arrested by a band
of federal soldiers, who started to
march him away from the city in the
direction of the foothills, where many
executions have taken place. Dixon
started to run, and, after getting a
block away, was fired on.
Dixon made a statement in Juarez
to American officials that he was sat
isfied the Mexicans were marching
him out to shoot him when he ran.
He said the Mexican soldiers were
drunk.
Dixon was sent by a superior to
Juarez to see a witness in connection
with a white slave case that was
being investigated here. He says he
believes the witness, after he had
talked to him in Juarez, bought drinks
for the soldiers and induced them to
arrest him.
"I told the soldiers I would go with
them to the commandant's office,"
Dixon said, "but, instead of taking
me in that direction, they started with
me in the direction of the outskirts of
the town. As I had on a suit of
khaki, I thought that perhaps they
had taken me for a United States sol
dier acting as a spy, so I ran and they
shot me after I had got about half a
block away from them."
Dr. J. H. Tappan, of the immigra
tion service in El Paso, went to Ju
arez and treated the wounded man.
He found that Dixon was shot in the
back, the ball going completely
through his body and coming out
through his stomach. It did not strike
the spine.
Washington, D. C "It looks like a
serious case. We will do whatever is
necessary," Secretary Bryan said in
commenting on the shooting of Immi
gration Inspector Dixon at Juarez.
He telegraphed American Consul Ed
wards for an immediate investigation.
Secretary Bryan was at his office in
the State department when he received
a brief message from Consul Edwards
advising him of the shooting. The
press dispatches were also shown to
hfm and he manifested keen interest
in the situation. President Wilson
was advised of the incident, but made
no comment.
SEATTLE FIGHTS BAD FRUIT
Inspector Condemns Big Shipments
From California.
Seattle Attempts of California
growers, brokers and distributers to
foist wormy and damaged fruit on the
Seattle market have met with vigor
ous resistance by F. M. Rhodes, dis
trict horticultural inspector, and one
assistant, but with the height of the
season and receipts of eight to ten
carloads a day, Mr. Rhodes said he
was unable to cope with the situation,
and had eked his department to take
up with the county commissioners the
matter of appointing one or more dep
uties to assist in handling the problem.
One carload of pears inspected Sat
urday was in serious condition. Ap
proximately 60 per cent of the fruit
was ordered destroyed. Moth-infected
potatoes also are coming in, one
carload being condemned and ordered
to the dump. Inspector Rhodes about
ten days ago condemned five carloads
of moth potatoes.
Marshall Explains "P. C."
Aurora, III. "Too many persons
who see the sign 'P. C in the heavens
think it means 'Preach Christ,' when
it means 'Plow Corn,' " said Vice
President Marshall, in addressing 20,
000 persons who had gathered at
Mooseheart, 111., to attend the laying
of the cornerstone for a $5,000,000 in
dustrial school and home for orphaned
children and aged persons. The insti
tution is to be erected by the Loyal
Order of Moose.
"Out of the superior educational
advantages of today," he continued,
"one unhappy corollary has developed.
A vast army of persons whose labors
would make for the industrial ad
vancement of the nation have con
ceived themselves fitted for fancied
nobler pursuits, and thus the progress
they would have made in the work
they are fitted for is lost."
Wheat Yiejd 77 Bushels.
Pendleton, Or. J. N. York, who
lives near Weston, Or., reports the
first harvest returns in this section
for the season, and if the rest of the
wheat crop turns out proportionately
the 1913 yield wil be a record breaker.
From a field of 40 acres harvested
Monday and Tuesday, York threshed
1103 sacks of as fine wheat as could be
grown. From this field a roadway had
been taken on each side, leaving the
actual acreage about 33. The yield
is a fraction over 77 bushels an
acre.

PECULIAR BELIEF IN JAPAN
Though Pathetic, It Seems Strange
to Western Ideas.
Among the Buddhists in Japan it is
believed that the souls of children go
farther after death to Sui-no-ka-wara
(the Btony river-bed) and there they
remain until they reach maturity un
der the care of Jizobosatsu, who is
represented as a priest with a long
cane in one hand and a ball in the
other.
He is said to stand in the center of
the kawara, where he preaches to the
children as they pile up stones, one
for the salvation of their father, one
for the mother, the third for brothers,
the fourth for sisters and the fifth for
their own salvation.
When night comes on and the wind
blows hard a gigantic evil spirit ap
pears and with a huge iron rod knocks
down the heaps of stones which the
children have made, and they are so
frightened that they run to Jizo and
hide themselves in the big sleeves of
his kimono, which have a miraculous
way of increasing in size according to
the number of children who seek ref
uge. Then the evil spirit disappears
and the children begin again the work
of heaping up the stones.
Passing through cemeteries in Jap
an one sees tombs that have the image
of Jizo carved upon them, as the par
ents take that way of gaining the
special favor of Jizo for their child
ren, and one will see little piles of
stones built up by the parents and
brothers and sisters of the children
with the hope of helping in the tedious
work of the little ones in the kawara.

CONVICT HAS DEADLY DEVICE

Dynamite at Distance.
Salt Lake City In the presence of
electrical experts. Federal officers and
detectives here was demonstrated what
was declared to be perhaps the most
remarkable death-dealing machine in
vented in recent years. The invention
is the work of W. L. Cummings, 23
years old, who confessed to Federal
and municipal officers when he was
arrested that he had threatened to use
it to destroy Miss Dorothy Bamberger,
wealthy society girl, unless she gave
him $100.
Electricians took the machine into
a steel and concrete vault in an office
building. Another part of the con
trivance, on which was mounted a bell
and an incandescent globe, was placed
in a closed room across a hall. Then
the electric current of the machine in
the airtight vault was turned on. On
the unattached box in the other room
the bell rang and the lamp glowed
brightly.
In his acknowledged letter to Miss
Bamberger, Cummings sent a diagram
of his invention, saying that he would
place a suitcase of nitro-glycerine in
her room and explode it from a dis
tance. The demonstration, say the electri
cal experts, proves that he could have
accomplished this.
Cummings Baid the attachment could
be installed in locomotive cabs, where
it would give a positive signal if a
train ran past a closed block signal.
In war, he said, mines could be ex
ploded without wire attachment.

Whaling: in Great Luxury.
San Francisco The Adventuress,
$50,000 auxiliary schooner yacht, has
arrived in port here on her way from
Boston to the Arctic to demonstrate
whaling de luxe. Millionaires, scien
tists and stortsmen will make the
party that 'will penetrate the frigid
waters 'on the" coast of Wrangel is
land, Point Barrow and beyond, in
search of adventure, data, pictures
and the elusive bowhead, least known
of the whale kind.
The terrors of the "chuck" known
to ordinary whaling expeditions will
not haunt the board of this cruise, for
a French chef will take care of the
cuisine. Where the harpoon points
seaward from the bow, several moving
picture machines will attempt to catch
whales, polar bears and seals. Be
cause it is cold in Northern waters a
heating plant is fitted up aboard, but
becausepart of the voyage lies through
the tropics, the yacht also carris a
special refrigerating plant.
Chinese Revolt Growing.
Pekin The Chinese government is
still dispatching troops to subdue the
revolutionary movement in the dis
affected Southern provinces, but has
not withdrawn any soldiers from Mon
golia. President Yuan Shi Kai is anxious
to proceed south to lead his troops,
but his associates have persuaded him
to remain in Pekin, for fear that he
might be assassinated on the way to
the scene of hostilities.
It now is generally believed that
General Sun Yat Sen, former provis
ional president of the republic, who
has taken sides with the Southerners
and who is now at Nanking, and Gen
eral Huang Sing, former generalissimo
of the revolutionary army, never in
tended to support President Yuan Shi
Kai permnently, but only to use him
to bring the revolution to a successful
end.
Men Go Up With Factory.
Winchester, Mass. The factory of
the New England Fireworks company
went up in a puff of smoke, the result
of an explosion late Saturday after
noon. Manager Ernest Borelli and
three workmen disappeared with the
factory. Borelli was thought to have
been killed, as portions of his cloth
ing, his eyeglass case and some coins
were found- near by. The searching
party later on discovered him in a
clump of bushes a mile from the scene
of the explosion, unable to remember
what had happened.
Stefansson's Ship Sails.
Nome, Alaska The power vessel
Alaska, the second ship of Vilhjalmar
Stefansson's Arctic expedition, sailed
for Teller, Port Clarence, Monday,
loaded to the guards with supplies.
She is in command of Captain William
O. Nahmens. She will anchor near
the Karluk, the principal vessel of the
expedition, and await the coming of
Stefansson, who will leave for Teller
in a third boat A farewell dinner
was given to Stefansson.
