. MEDICAL INSPECTION IN THE
: ...PUBLIC SCHOOLS.

"The subject which has been assigned
.to me for this evening is entirely too
broad for the few minutes which I am

. started In . Boston many years ago.
. Since that time its' value has been
recognized until now there is not" a
. city of apy. size in which it is not re
quired by law. .The reasons for this
; most rapid advance are easily appar
ent to any thinking individual. -It. mat
ters not how small a community, the
.need is just as much ever, present, in
one of .them. as, in ..a .larger, place.
.Should, for. instance, 10 per cent of a
..school population be excluded from .a
community there will be a loss to that
.10 per cent "of students.' The remain
ing 90 per cent are therefore held back
in their progress by reason of the re
.turn. of those . who . were out, in their
. endeavor, to. catch up with their class
mates. However, that is really the
.least of ..the . trouble. None of. you
know when it will be your, turn to have
.xme of. your. dear ones .in bed or pos
sibly even .a worse fate .awaiting them
as a result of some epidemic which,
..had there been, a daily inspection of
. the entire student body, could have
.easily been detected in the beginning
.And the, tremendous physical, econo-.mic-and
financial waste been throttled
in its. incipiency. It matters not what
the infection, may be, but as.. soon.. as
discovered the afflicted one 'should be
isolated not only from the other pupils
"But even from the members of the
family. That statement is' easily
. brought home to. you when you recall
that once one member of a family gets
. a heavy. cold it rapidly finds another
victim in the same household. There
.fore can not this statement apply
Equally as well to, the school as the
..home? : " '?.
' Prevention is the keynote of modern
.medicine. -How Are, you. going to pre
vent an epidemic without school medi
;cal inspection? .The Chinese, .for
whom many of you no doubt feel al--.
. most contempt, are wiser than at first
you deem, for do they hot pay their
physicians to keep, them well? ,
- Now it is not .only the acute infec
tious . ' diseases, such as whooping
cough,, measles, diphtheria and so On
. through the whole list for which an
. up-to-date ..medical inspector is on the
watch. How many, and: I'm sure there
.are plenty, of you parents can recall
" some relative or friend who, when
they were young, had what was called
"growing pains.". Nothing was thought
of it in those days except .that it was
so common that it was considered, al
most necessary in the.child's growth.
Do you realize that .there is recog--nized
no such disease as "growing
pains" and that modern medicine now
..knows that those pains are but a
.symptom of acute rheumatic fever.
iNow .where do you. think the focus of

infection is? In almost. every case
tne answer is, the tonsil. Now the
tonsil was put there for a purpose and
that is to act as .a filter to. foreign
germs." .Sooner; or Jater. the Wld gets
"run .down" . and .then . the resisting
power; of the tonsil is not strong
enough to overpower the attack ot the
germ - and then comes the ..growing
pains tk perhaps one of the other
many infections to which we are sus
ceptible. ...Now do not hastily draw
the false conclusion that all tonsils
should be removed, for such is not the
case. Some seven jiears-ago I served
as one of, a body of physicians who. at
the opening of the school term exam
ined the throats of every one. of the
children in the district of ' Boston
known as Allston and Brighton. We
took cultures. and. found .that one. and
one-quarter per cent of., approximately
.4500 pupils -were found to be What is
known, as i-diphtheria carriers. This
does not mean that they .had the dls
ease but simply that the germ which
causes that disease was found alive
in their throats. They were therefore;
at any. time liable to ba stricken yith
that disease and were 'therefore ex
cluded from their respective schools
until such time as their throats were
found to be free from that germ.
I would not be doing my duty if I
neglected to mention 'the teeth, whlle:
I'm still talking about the mouth. De
cayed teeth always harbor germs, and
'if seen, soon enough by ..the dentist,
the:.1iooth can be. saved. .Then there
is also the disease known as pyorrhoea
and in every., city i you will now find
one or more . dentists who. limit their
practice exclusively to JJie treatment
of that disease. . . .
Almost equally as important as the
tonsils are the adenoids which are
situated midway between the mouth
and nose. Should these, which also
act as a filter, become inflamed they
enlarge to such an extent that thej
block off the normal passage of air
through the. nose down to the lungs
and the "child is compelled to breathe
through its mouth. Not'only is this
abnormal and therefore detrimental
to the normal body growth but it re
tards the normal brain. activity to such
an extent; that the child is- unable to
grasp its daily lessons as easily, as be
fore and. soon becomes one of the
backward scholars of the class.
Many a person now wearing glasses,
such as myself, could have been saved
the annoyance and expense of wearing
them all their life if, when they were
young, the proper attention had'teen
given to eyestrain, let. alone other con
ditions of the .eye.
Sometimes what Is thought inatten
tion on the part of the pupil is due
to. obstruction in the ear passage.
Continuous irritation of the ,scalp or
in iairirany part of the skin is often
due to some tanimal parasite and it
does not take long for them to multi
ply or spread.
' Tuberculosis usually manifests itself
first in the chest. Now . careful
physical examination will reveal this
and when met early and given..proper
attention one need have but very little
fear of the terrible "white plague." .
