... Two Road Meetings Necessary The State Tax Commission has rmade a ruling: that two meetings .of the taxpayers . must be held to levy a special road 'tax. Provision ;fihould be made for publication .of the budget as required by law. The second meeting should he .canea in the same manner.as;ine .first to be held at the time .and ,place designated in connection with the .budget as published,, says the commission. At the .second meeting, the budget " or ..estimates are to be finally passed upon, and the tax levy is te,b.e .made. - .. Chapter 159, Laws of 1915, has io bearing' on, the proceedings, except a3 it would oe necessary to.publish'or. it would be neces sary to publish or post notices for thirty days in the event of a .. purpose to levy a tax exceeding by more than 6 per cent the lar ger amount levfed in either of the .last preceding years when levies were made, says the commission. Notice to Taxpayers & You are hereby notified .that iBecond half pay.mant.of your tax will be' due onor before Septem ber 30, 1915. Beginning October 1, 1915, said tax will become de linquent, and a penalty of 10 per cent and interest at .the rate of 12 per cent per annual will be -added until paid. ' ,': Where no part of the tax has :been paid,,a penalty of ,1 per cent per month for each calendar ;month, or fraction thereof cumu lates during the period, begin ning April 1, 1915, and ending August 31, 1915. On September 1, 1915, a penalty of 10 per cent replaces the cumulative penalty heretofore .charged, and further .interest at the rate of 12 per cent .per annum from September V, 1915, is added. ' On or as soon as practicable af ;.tr October 5, 1915, the tax col , lector shall proceed to collect all taxes upon personal property, -which shall kiot have been paid tbefore said .October 5. .1915, to gether with . penalty and interest, and shall levy on and take said personal property into his pos session, or so much thereof as to atisfy .said .tax, and sell r.he same at public auction '. or .he may charge the tax on per sonal. property against real prop erty . . and said tax shall be a lien on said real property, and shall be enforced in the same manner as other real estate tax liens.
