Benham Pastor Whatever the final result of the Western States water power conference at Portland last week it established one fact; that is that westerners, who are the re ally interested parties in devel oping our latent resources, have full confidence in their ability to manage their water power prob lem to the credit of and best interests of the people of these states. What the West wants is development, and it fears that if the whole matter is left with Congress, as the Ferris bill pro vides, it will be another Alaska case, where government control has made it almost impossible to raise a dollar for any kind of project there, The latest from war arena in dicates that the long promised drive of the French and British has begun in earnest on the western front. Many miles of German trenches besdes a large number prisoners, guns and war materials have been taken by the allies the past few days, and they have advanced a few miles. For weeks the French and Brit ish have been battering German trenches with their heavy artil lery with a view to making an offensive movement. It came Stnrday night, and reports say, was even more furious than was SOUTHERN PACIFIC.
