Before the first month of the new
fiscal year has passed it will be nec
essary for all departments of the
Government to bear down on expen
ditures if the Treasury is to make
ends meet and a tax increase is to be
avoided, according to an article in
the Baltimore Sun. This is due to
two facts: The last session of Con
gress heavily increased appropria
tions for 1931, as compared with
1930, and business having gone off
in all directions, Federal income for
the current year will be sadly dimin
ished. This condition should be a
warning to public officials and pri
vate citizens alike that this is no
time to load the government with a
multiplicity of new laws, new boards,
new commissions and new govern
ment functions which require large
amounts of tax funds or bond issues.
We all talk about reducing taxes.
We now have a chance to show how
much we will aid in securing reduc
tion by favoring policies which tend
to conserve, rather than dissipate
public funds and resources. We can
not expect to load the government up
with all manner of costly experi
ments and then have a small tax bill.
Think this over. The answer will be
reflected in your coming tax state
ments. .
In several states the gas tax seems
to be getting boyond fairness to the
automobile owner. It is a case of
riding a good horse to death. Today
three states levy a tax of six cents a
gallon; nine have a five-cent tax and
18 charge four cents. Legislation
calling for higher rates is pending in
several stats This year it is esti
mated that the average motorist will
pay $20 for gasoline tolls alone. And,
to complete the story, gasoline tax
funds have been used for other pur
poses than road work in some states.
A reasonable gas tax, all of which is
used for roads, is sound. But the
public is beginning to show that it
resents the political attitude of "one
cent more won't make any difference."
The American railroads provide a
great public service on which every

best transportation in the world. Ac
cording to recent statistics the rail
roads of the nation every hour spend
$514,386 for operating expenses and
$45,288 in taxes to state, national and
local governments, and then state
highway commissions permit unsight
ly, cumbersome trucks use of high
ways at small license fee, to buck the
railroads in local, state and inter
state freight hauling.

Stacey, has been sentenced to prison
for five years on pleading guilty to
setting forests afire. The leniency of
some courts is beyond comprehension
and in the main is responsible for
the constant increase of crime.

The Athena High school will open
Monday, September 16 according to
a decision made by the school board
at a meeting held Saturday evening.
Miss Lulu Keller, elected to a position
in the school resigned and Miss Eng
dahl, a highly recommended teacher
was given the place. This selection
makes the corps of teachers com
plete. The list is as follows: Homer
I. Watts, principal; James H. E.
Scott, assistant principal; Miss Gib
bons, Mrs. H. I. Watts, Miss Carrie
Sharp and Miss Engdahl.
Born, to Mr. and Mrs. Roy Beck,
August 25, 1907, a daughter.
Craig Wilkinson is filling the posi
tion of clerk at Manasse's Up to Date
store.
Athena dealers have contracted for
160 tons of Weston Mountain baled
timothy hay. The price paid is $17
per ton and delivery has commenced.
Last evening the young friends of
Miss.'Zelma DePeatt gave her a fare
well party at the home of her mother
in which a large number participated.
John Froome has a little milch cow,
which in point of size and weight has
but few equals in Oregon. The an
imal weighs 1780 pounds and belongs
to the Shorthorn family. .'
Miss. Myrtle Hawks of Pendleton,
sister of Byron Hawks of this city
has been honored by being chosen to
the chair of English in the Caldwell
Academy of Caldwell, Idaho. She
will leave at once to commence upon
her duties there.
Walter Judy and John Walter ex
pect to leave October 2nd, for a
month's tour of the east. Their trip
will take them to Chicago, New York,
Washington, D. C. and St. Louis. The
boys will not overlook the James
town exposition and will pocket all
fun both going and coming.
Eber Luna will go to Milton, where
he will be employed with the Mos
grove Mercantile company.
Charley and George Gerking's crop
of wheat from a field of 620 acres av
eraged 52 bushels per acre.
H. C. Whiteman came over from
Walla Walla yesterday. He was ac
companied by a party who desired to
purchase his wheat ranch west of the
city. Mr. Whiteman values his farm
at $66 per acre.
Chas. Norris is displaying to his
friends an exceptionally fine harness
which he manufactured to order for
Will Jamieson of Weston. The" har
ness is on the light driving order is
hand-made and in its general makeup
represents strictly first-class stock
and the noted skill of Mr. Norris as
a mechanic.
P. D. Mann's skating rink started
up last night, and judging from the
enthusiastic crowd which filled the
rink on the first evening, this will be
a popular amusement for the coming
season.
Jos. N. Scott returned last evening
from a short run up to Spokane.
