4 SANTA CLAUS COMES
The best news that hag come out
of Salem in many a day, in the
opinion of the Oregon City ' Enter
pri8e, is that of the reduction of more
than a million dollars in property
taxes. Announcement that the State
Tax commission has cut last year's
base, which was $2,427,805, justifies
the recommendations of the Property
Tax Relief commission for the enact
ment of a law taxing incomes from
intangibles and a law providing for
an excise tax on incomes of corpora:
tions. Every property owner in Ore
gon will receive direct benefit and the
news from the state capital is a real
Christmas gift.
The State Tax commission, which
was also created by the legislature
following a recommendation of the
Property Tax Relief commission, has
estimated the revenues from the cor
porate excise law and the intangibles
tax will amount to slightly more than
$1,000,000. The saving will be dis
tributed among the thirty-six coun
ties of Oregon on the basis of allo
cated state tax, says the Enterprise.
In practical effect the reduction will
be greater than the base cut, as the
1929 tax base would have been in
creased by the constitutional limita
tion of six per cent if the new tax
laws referred to had not been enact
ed by the last legislative assembly.
This six per cent increase would have
amounted to $145,G68, so that the
actual reduction in property tax will
be nearer one and one-quarter mil
lion dollars.
Relief afforded through the action
of the State Tax commission will cut
the state base to about $1,400,000, the
lowest point in many years. As the
time for application of a referendum
on the new laws has expired there is
no danger of the state getting into
a financial predicament through the
decision of the commission which will
be welcome intelligence to thousands
of farmers and other taxpayers of
the state. .
John H. Carkin, Charles V. Gallo
way and Earle Fisher were named by
Governor Patterson, Secretary of
State Hoss and State Treasurer Kay
to administer the new tax laws. All
three of these members of the State
Tax commission are not only keen
students of modern tax trends but
careful administrators. They have
given the taxpayers of Oregon seas
onable relief, Santa Claus has ar
rived and the labors of the Property
Tax Relief commission have borne
fruit. ,
. After persistent endeavor on the
part of the public Bervice commission
of Oregon, the Interstate Commerce
Commission has ordered the Union
Pacific to construct a cross state road
though Central Oregon from Crane
to Crescent Lake, a distance of 181
miles at an estimated cost of $9,000,-
000. The Commission directs that
work is to begin not later than July
1, 1930, and the new road must be
completed within a period of three
years. The new line will open up the
largest territory in the United States
not served by railway systems. Vir
tually an empire has for years been
dormant for want of transportation
facilities, retarding Oregon's growth
and development of rich resources,
whilt. the states of Washington and
California have prosperously forged
ahead. Oregon as the result of its
central portion remaining isolated and
undeveloped has been held back with
a half-shell handicap, her outer rim
being circled with railway transpor
tation facilities, her interior shackled
to stagecoach and frienght wagon un
til the more recent advent of auto
stage and truck. The decision made
by the commission is hailed through
out Oregon with joy.

How much timber is there in Ore
gon and Washington? How long will
it last? What rate of cutting ran
the industries of this region maintain
forever? How long can the United
States supply its own needs for pulp
wood, airplane spruce, furniture hard
woods, etc? These and other like
questions may be answered fairly ac
curately before long by. a nationwide
survey of forest resources beginning
in the Pacific Northwest. , Eventual
ly, the survey is expected to be car
lied out in all forested states of this
country.
The Soviet government serves notice

Somewhere I ran across an anony
mous article on friendship that de
serves to live. Here it is: '
"A friend is a person who is for
you always. When charges are made
against you, he does not ask for
proof. He asks, the accuser to clear
out. He likes you just as you are.
He would not change you.
"Whatever kind of coat you are
wearing suits him. Whether you have
on a dress suit or a hickory shirt with
no collar, he thinks it's fine. He likes
your moods, and enjoys your pes
simism as much as your optimism.
"He likes your success. And your
failure endears you to him the more.
He is better than a lover for he is
never jealous. He wants nothing
from you except that you be your
self. ,
"He is the one being with whom
you can feel safe. With him you can
utter your heart, its goodness and
its badness. You don't have to be
careful. In his presence you can be
indiscreet; .which means that you can
rest -
"There are many faithful wives and
husbands; there are few faithful
friends.
"Friendship is the most admirable
the most amazing, the rarest article
among human beings. Anyone may
stand by you when you are right; a
friend stands by you when you are
wrong.
"The highest known form of friend
ship is that of the dog for his master.
You are in luck if you can find one
man or woman on earth who has thut
kind of affection for you and fidelity
to you.
"A friend keeps alive your faith in
human nature and makes you believe
in a good universe. He is the anti
dote to despair, the elixir of hope, the
tonic of depression, the medicine to
cure suicide.
"When you are vigorous and spirit
ed you like to take your pleasures
with him; when you are in trouble
you want to tell him; when you are
dying you want him near.
"If you can live fifty years and
find one absolute friend you are
fortunate. For of the thousands of
human creatures that crawl the earth,
few are such stuff as friends are made
of."
