In November a special legislative tax committee is to present suggestions for creating a tax astern that will be fair both to mines and to other industries in the state. To the average person, this would not seem a difficult matter. However, mine taxation, due to peculiarities in nate in the industry, is a mystery to most people. Mines, unlike most other real estate, become Jess valuab'e as they are developed. Every ten of ore taken out of a mine makes it just that much less valuable. On the other hand every ten of crop taken off a properly managed farm add to the value of the property. Mining rnuKt go forward if Western state are to develop to the limit of their resources. In the past, through a general misunderstanding of the needs of the mining industry". lav.s have been passed detrimental, not only to the mines, but to the whole states. Mines should not be given special favors in the tax rate but it is oiily the part of wisdom to treat an in dustry which employs thousand. of people and represents a major source of revenue for many states, with the utmost fairness. 0 : There were fewer beef eatt'e on farms and ranges in the United States at the beginning of this year than at any previous time in half a century, nays C R. Arnold of Oiiio University. He rays that in 1895 there were 40,000,000 beef cattJj on farms and ranges. This number de clined to 8.'i,000,000 in 1904, but by 1907 the number ha1 risen to :j8,000, 000, then dropped to 27,000,000 head in 1014. War demands increased herds to about Zf,, 000 ,()) in 1919, ater which prices declined and the nuniVer was exceptionally low from 1920 to 1920. There were about 24,000,000 head on farms and ranges at the be ginning of this year but the number ib beginning to increase. o JuKt when everybody thought Europe was down and out financially, here f.he comes along and gives Wall .Street a knock-out punch that sends the gamblers to the showers and stocks tumbling to the bottom of the cellar. And out of the wreck a silver lining is Keen in easier money rates for industrial and commercial use in both America and Europe. It was some smash and it came from a source that was supposed to be effectively bottled up by American stock manipu lators -just about like some foreign bozo coining into your own home town and showing you how to run the fire department, only more no. o Substantial reduction in telephone service will go into effect November 1, when conversations between towns and cities within six miles distance of each other will have a rate of 5 cents for five minutes in place of the pres ent 10 cent rate. The new rate going into eject today, is effective in some fiO stations in Oregon and Washington. The policy of the Pa cific Telephone & Telegraph company to lower rates whenever possible is commendatory and reflects credit on the efforts of one utility corporation that is evidently appreciative for pat ronage received, to reciprocate on a live and let live plan. ., . o Jack Uary, one of the best of re porters and newspaper correspondents in the world, hays that communism is a glaring fact, more than it is plot, clown south in the industrial districts and especially in the Carolina. How ever, he looks fur the movement to burn itself out through failure to "de liver the goods, i. e., better wages. Meantime there probably will be more local disturbances, perhaps a few lynching, and the organization of veal trade unions will be Interfered w ith and delayed." o Due to forest fires, Northwest Na tional forests were visited by a less number of touriats this season than lai t year. At that, a total of 2,671,681 non-residents got a whiff of our mountain ozone, felt the mist of our waterfalls, scaled our alpine peaks, took a plunge in our nurfs, learned to call it Mt. The Doctor was a haven of refuge for everyone in distress, whether physical or mental. He sized up character with a canny eye. And many a boy and girl owed the Doctor the sudden chance for an aducation that opened up. To many others he loaned the money to attend school. There was no interest on the loan merely the request that it be paid back when possible to a revolving fund that would help other worthy young men and women secure an edu cation. And then the Doctor died, mourned by the accumulated friends of half a century of unselfish service. His will mentioned no relative. His fortune, derived for the most part from kane Wednesday.
