Owner and Publisher Subscription Rate. 3ne copy, one year $2.00 Dne copy, six months $1-00 One copy, three months 3 Athena, Oregon, October 19, 1929 INITIATIVE MEASURES A concise resume of initiative measures which are to appear on the Oregon ballot, follow: When the voters go to the polls November 6 they will firal on the bal lot seven initiative measures and one constitutional amendment. These measures and constitutional amend ment already have been certified to the county clerks by the secretary of state. Probably the most important initia tive measure is that sponsored by Senator Dunne which provides for reducing the motor vehicle license fees in Oregon approximately 50 per cent. An effort was made to have this bill eliminated from the ballot, but the courts held that the proceed ings were legal, and that it would have to go before the voters. The bill was attacked on the grounds that it would play havoc with the high way construction program. Another bill of importance to the voters would increase the gasoline tax in Oregon from three to four cents a gallon. This bill also was sponsored by Senator Dunne, and was intended to offset any loss that might be sustained through a reduc tion of motor vehicle license fees. It was estimated that the additional one cent gasoline tax would raise ap proximately $1,000,000 annually. A new income tax law, sponsored by the Oregon state grange, state federation of labor and other organi zations, also will appear on the bal lot. This bill would exempt married persons or heads of families in the amount of $3000. The exemption for dependents was fixed at $400 each. The income tax bill will be fought by a number of organisations in the state on the grounds that it would mean double taxation, and would not relieve the unsatisfactory financial condition now existing in the general fund of Jhe state. The bill, as drawn, would come within the scope of the 6 per cent limitation amendment, and would not provide any additional rev enue for state purposes. The argu ment also will be made that Oregon should not enact a state income tax law until similar action is taken by California and Washington. The lone amendment on the ballot would prevent 4 the legislature from repealing or amending any law pass ed by the people without , an oppor tunity or referendum by the voters. This bill also will have opposition, for the reason that its approval would prevent the legislature from acting in cases of real emergency. Other initiative measures on the ballot would prevent the appropria tion of waters of the Rogue, Unip qua, McKenzie and Deschutes rivers for commercial development. These bills were sponsored by the Oregon Game Protective association. A num ber of municipalities now engaged in developing water power for commer cial purposes will oppose these bills on the grounds that they are purely in the interest of sportsmen. A dozen or more proposed initiative measures, for which petitions were filed with the secretary of state, were not completed and will not go on the ballot. The measures ballots are now being printed in number of counties and will be ready for distribution among the polling places several days prior to the election. This ballot is one of the smallest in years, and the measures are devoid of complicated titles. ( o The world is through with Hick man. His miserable presence found its exit at the end of a rope. All of which should be satisfactory to those concerned, but Zeppelins may come and Zeppelins may go and it will remain a safe wager that steerage accommodations may always be had on ocean-going steamers. o With that cargo of sheep and cattle maybe Byrd contemplates starting a srockranch at the South pole. Arriving there the husband informed the patrolman that his wife needed a spanking and that he had administered it to her. Portland is embracing a three-ring political campaign; presidential, con gressional and municipal. Tt. has been the habit in recent for hosts of electors of the democratic faith to join with their re publican friends in the support ot Nicholas J. Sinnott, who so long and n ahlv renresented this section of the state in congress. Judge Butler is a close friend of Sinnott and will carry forward the development pro gram of that eentleman. If he is elected he will have the benefit of the advice and guidance- of the ex-congressman, who has not lost his in terest in Oregon in his recent shift from the legislative to the judicial branch of the government. It may vptv nronerlv he sueerested. then that the friends of Judge Sinnott, regard less of Dartv. will reflect public in terest if they cast their - ballots for Butler at the November election. .Tudire Butler is at an age where he can reasonably expect to continue in the national legislature a quarter of a century, growing in influence and usefulness with the passing years. No man entering the lower h fill HP of coneress after middle life, can expect to achieve either place or potency in that turbulent group ol 43fi men. It reouires a decade of ex perience either to master the complex rules of procedure or to attain a station of leadership. No elderly man, unless possessed of long and important contact with federal af fairs, such as Burton of Ohio pos sesses, should ever essay the role. Mr. Sinnott had secured a niche where he was counted as withiin the very limit circle of dominant political fi cures in Washington, but he could never have compassed that exalted station had he been first elected late in life. These are the hard facts of experience which no voter of any party can safely ignore. Likewise it is indisputable that in the political portraiture of this state there are few men who even rival Bob" Butler in erace of personality and ahilitv to make friends. These are essential factors in securing the enactment of legislation in the house of representatives. If elected, in a year he will know personally most of his associates and all will be his riends. . His impressive oratorical gifts will make his voice welcome whpn governmental policies demand debate. His great native ability, his virile grasp of public questions, his mastery of the constitution and his tory of the republic -will give him assured recognition in all committee rooms, He will go far not only in securing wise and comprehensive laws, but in bringing fame to the western coast. .
