Oresron, July 20, 1928 ROW OVER RATES Portland and public utilities are having a battle royal. Portland Electric Power company and Pacific Telephone company, the Portland City Commission and Oregon Public Service Commission are doing the scrapping. Mr. Harlan, Portland city expert, says the electric com pany's rates include 3 per cent on $11,000,000 as the value of power rights and the going concern, and that this value is fictitious. Mayor Baker says Portland is "going to get the rates of the Portland Electric Power company reduced and the pub lic service commission is going to get the facts about the power com pany whether it wants thorn or not. Portland citv council has instructed Mr. Harlan to take immediate step; toward attacking the valuation of tho nnwor mmnanv reerardless of the rv decision of the public service conv mission to adhere to the 1916 valua tinn of the comnanv's properties. All of which will probably resuit in showdown as to whether the public service commission functions in the interests of the owners of public utilities or for the public, for whkh it was created to impartially serve and protect. Also we shall probably get an angle on what this public service commission really amounts to as the great exponent of fairness be tween public utility corporations and the consumers of their utility service, as is being graphically expounded in current propaganda floated over the country by electric light and power interests. Evidently Portland pro poses to clean house and find out definitely what public utilities is all about, anyway. She is holding up the granting of a new franchise to the Pacific Telephone & Telegraph company at this time on what ap pears to be very sensible grounds; that the city, and not the company shall name the price of the franchise. o POOL IS POPULAR The popularity of Athena's new swimming pool is expressed in the patronage it is receiving. Not only are the people of our own community enjoying the pleasures of swimming and bathing during these summer days, but among the regular patron3 of the resort are citizens from near by towns and farming communities. The inception of the Athena swim ming pool was born back in the spring of 1914, when a substantial sum for its construction on a basis cost of $2500 was subscribed. The World War cloud began to hover and darken just about the time plans and specifications were being considered and on the instant, the project was given up. Soon after the war in terest again was manifested, but not sufficiently to carry out the enter prise. Finally, this spring the Ath-ena-Weston American Legion Post, having several hundred dollars in its exchequer, took the matter in charge. Athena business men and a number of landowners got behind the move ment with substantial monetary sub scriptions, with the happy result that the Legion boys "put it over" and after long years of waiting Athena has one of the finest swimming pools to be found in the Inland Empire. Thompson has been ordered by his physician to take a long rest o When old Sol was smiling warmly over Athena-Weston wheat belt and Jupe persistently refused to knock in the head of his rain barrel for us, he liberally sprayed the lands of the Juniper farmer, with the result that the section north and northwest of Helix is harvesting bountiful crops. o It may be that the cost of $1 a fish to the average Colorado angler is not estimated too high. Transportation facilities between that state and Canada may be inadequate, in which event the mere matter of bait would entail excessive expense. o Brookhart says the Iowa corn belt has turned over to Hoover. Well, the corn belt has a habit of turning over, being from Iowa, we remem ber as a kid, when she turned over to Weaver and populism, Simpson and cyclones. wm THE KITCHEN CABINET It is noticable that Athena's street- cleaning department has been func tioning. Clean streets, besides being incentive to home owners to keep their premisies dressed up, appeal favorably to the traveling public. o Why all this paragraphing the feminine fad of tattoing the knees? For all we know, the average woman may take as much pride in tattoo folderols on her knees as those which probably decorate her back. o "Forty Mexicans killed" is the latest item of slaughter to be receiv ed from across the border. And we had been led to believe that the latest revolution had been put down, o Some newspapers cling to the im pression that woman's headgear is regulated by the season, when in reality it is regulated solely by the size of dad's bank roll. The song of the combine and the popping of the "cat" is heard in the land. What will the harvest be. It pays to write in England. INSPECT THE HYDRANTS Workmen engaged in flushing out tho drainage system in certain Main street business houses, had a deal of a time opening the hydrant at cor nor of Third and Jefferson streets. Finding it to be physically impossible to remove the cap with the wrench by arm strength, the workman hunt ed up an ax, with which he tapped the wrench handle and thus loosened the cap. The same conditions would have been encountered at the hydrant had the occasion, for its use beui required to fight a fire. Maybe other hydrant caps are in like condition. EVERYDAY GOOD THINGS A nice slice of baked ham makes a most satisfactory dinner meat Any that Is left may be used to the last shred. Take a slice of ham cut two to three Inches thick. Cover with water and cook until tender. Remove the ham to a baking pan, spread with brown sugar and a teaspoonful of mustard. Add the water a little at a time, lift from the pan and bake until well browned. Raleln Pie. Line a pie plate with pastry and fill with the following: Beat the yolks of two eggs, add one cupful of sugar, the grated rind of a lemon with the Juice, a pinch of salt and a cupful of chopped, steamed, seedless raisins. Add a bit of water or sweet fruit Juice If the mixture seems too dry. Beat the whites of the eggs until stiff, add three tablespoon fuls of sugar and cover the baked pie with the meringue. Dot with bits of marshmallows and bake until a light brown. Beans With Bacon. Take one can of tender string beans, drain and sea son well. Cut up two slices of bacon into bits and fry brown. Remove the bacon and fry one small onion In the fat; when the onion is light brown, add the beans and when well heated add a bit of sharp vinegar to season. Serve hot with bacon and frankfurt sausages. Carrot Pie. Take one cupful of stewed carrot one cupful of hot milk, one cupful of sugar, one-half tea spoonful of ginger, one teaspoonful of cinnamon, one-half teaspoonful of all spice, one egg well beaten and a pinch of salt. Bake In one crust Use egg white for a meringue If desired. Apple John. Slice Into a deep dish four tart apples. Sprinkle with sugar and cinnamon, dot with bits of butter. Pour over them a dumpling mixture, or a rather thin baking powder bis cuit dough. Bake In a hot oven until well browned. Serve with cream and sugar.
