Opening of Pan-American
Congress.

started on a trip to Havana
which he hopes will demonstrate the
friendly feeling of the United States
for all the republics of the western
hemisphere.
The immediate purpose of the jour
ney, the first outside of the United
States for Mr. Coolidge since he be
came president, is to make the open
ing address of the Pan-American con
gress. In the background, however,
is the desire to impresa upon the
representatives of the more than 20
nations who will greet him that the ;
United States holds no imperialistic
designs in its relationship with the j
countries south of the Rio Grande.
. In addition to two members of his j
cabinet Secretaries Kellogg and Wii-
bur the president will be surrounded
at Havana by a delegation of men
whose names have for years been
well known in American public life.
The delegation, which will represent j
the United States at the sessions of j
the congress after Mr. Coolidge has
left, will be headed by Charles Evans
Hughes.
.The two secretaries and Mrs.
Hughes accompanied Mr. Coolidge,
also Henry P. Fletcher, ambassador
to Italy; James Brown Scott, an auth
ority on international law; Ray Lyman
Wilbur, president of Leland Stanford
university, and Morgan J. O'Brien, a
former federal judge of New York, all
members of the delegation. '

demand of President Coolidge for dis
posal of the merchant marine into pri
vate hands, the senate commerce
committee ordered reported a bill pro
posing a huge replacement program
for it under government control.
The measure, sponsored by Senator
Jones, republican, of Washington,
chairman of the committee, gained tile
support of both republicans and demo
crats on the committee.
President Coolidge repeatedly has
made it known that he want! h
shipping board to sell the government
fleet to private interests" as speedily
as possible, complaining against the
losses of the business, but Senator
Jones in his report to the senate de
clared "there seems to be no way by
which we can get an American mer
chant marine privately operated."
The measure reported would require
the unanimous consent of the shipping
board for the sale of any vessels herd
after and would authorize an appro
priation for an adequate replacement
program of government vessels.

MORE SHEEP DESIRED
Plant Made to Increase Flocks of
Southwest Washington.
Olympia, Wash. Tentative arrange
ments were made at a conference
here to purchase and distribute at
least 5000 sheep to farmers of south
western Washington in the early
spring.
The conference was attended by
bankers and delegates from chambers
of commerce. It was the outgrowth
of a meeting held in Chehalio a month
ago, at which plans were laid for the
stimulation of the wool Industry west
of the Cascades.
At the Chehalis meeting it was
pointed out that 500,000 sheep are
being run in western Oregon, while
only 23,000 sheep are being run west
of the mountains in Washington. The
bankers and chambers are endeavor
ing to finance farmers who wish to
run small flocks.

to look into the Nicaraguan situation

head of the marine forces when they
returned to that country a year ago
but later was relieved, was ordered
back to the battle zone after word had
been received of the recent clashes
fylth Sandino and their resulting cas
ualties. Simultaneously 1000 marines
trere ordered to Nicaragua to reinforce
the 1400 already there.
While Marine officers here, includ
ing General Lejeune, were inclined to
doubt report that deserters were as
sisting Sandino, it was admitted that
Borne of the marines who have "gone
Over the hill," are still at large.
From one source came the report
that two men had been captured by
Sandino while attempting to reach
the Honduran border and forced, under
penalty of death, to act as drillmasters
and tacticians. .
The recent battles have shown, of

provement in the morale and tactics
of the Sandino forces.

escaped and safely reached Mexico
City after killing four of his captors.
